NISAR is a peer-reviewed journal that started to be published in 2022. The aim of the journal NISAR is to enable the production and dissemination of academic knowledge by bringing to the attention of academic circles the qualified and original studies on the field of theology, which we can accept as a sub-branch of social sciences. Within the scope of this goal, it is aimed to evaluate and develop the knowledge accumulated in the field of Islamic sciences at national and international level, and to produce new and original ideas. In this respect, it is an international periodical publication in which high-level scientific studies are published. The target audience of NISAR journal is professionals who continue their research in the field of theology and students, readers and institutions who are interested in this field. NISAR is published twice a year, on 31 May and 30 November. The copyrights of the works published in the journal NISAR belong to their authors. NISAR; has embraced open access, non-commercial scientific publishing. Articles published in the journal NISAR can be made accessible by the author in the institutional archive of the university, in the archives on the subject or in other archives requested without the embargo period.

Scope
The journal includes academic studies in line with the publication principles announced in the field of Theology and Islamic Sciences. In this direction, in addition to original and new research articles, different writing types such as research notes, interviews, book introductions, meeting evaluations, doctoral abstracts and loyalty notes are also included. In the journal, Turkish, Arabic and English studies related to all fields of science in the Faculties of Theology and Islamic Sciences in Turkey are evaluated. In addition, the journal also includes academic studies that can be considered related to these branches of science in the field of Social Sciences.

Wage Policy

The publication of articles and the execution of article processes in the journal NISAR are free of charge. No processing fee or submission fee is charged under any name for articles submitted to the journal or accepted for publication.

Publication Principles

• The articles sent to the NISAR  journal must not have been published anywhere before and the publication has not been decided.
• Studies in Turkish, Arabic and English are published in NISAR. Articles in non-Latin letters (in Arabic) are written in Latin: title, abstract, keywords and bibliography must be added to the text.
• Publishing copyright and translated articles and texts: Footnotes, bibliography, abstract and English abstracts should not exceed 10,000 words.
• In the publications of copyrighted and translated articles and texts, there should be a Turkish abstract between 250-300 words and an equivalent English summary and keywords (5-7 words). Other post types should not contain abstract and keywords.
• Evaluation of book and scientific activity, research and loyalty note, doctoral summary: The main text is between 1000-2500 words, excluding footnotes, bibliography, abstract and English abstracts.
• The authors of academic articles sent to NISAR are deemed to have accepted the ethical principles and publication principles.
• The original of the translated articles and the translation permission should be attached.
• The originals of the published texts should be attached.
• NISAR uses the ISNAD Citation System. The articles to be sent to our journal should be arranged according to this system.
• All expenses of the journal are covered by the Publisher. The publication of articles and the execution of article processes in the journal are free of charge. No processing fee or submission fee is charged for articles submitted to the journal or accepted for publication.
• Submitted articles; After being scanned by the plagiarism detection program and determined that it does not contain plagiarism and has not been published before, it is subjected to double-blind peer-review evaluation by at least two referees who have studies on the subject.

WRITING RULES
• NISAR is a ninternational peer-reviewed academic Journal published twice a year as 31 May and 30 November.
• NISAR can be publishes studies such as articles, book reviews and symposium evaluations in the field of religious studies (Social and Human Sciences/Religion).
• NISAR is a journal included academic studies such as copyright and translated article, text publication, research and loyalty note, PhD summary, scientific activity, book reviews pertaining to theology.
• The broadcast language of journal is Turkish. However, provided that it does not exceed 1/3 of the total number of articles published in each issue, studies written in English and Arabic are also included in the journal.
• Articles must be sent through Dergipark system.
• Manuscripts submitted to the journal must not have been previously published or accepted for publication.
However, publications produced from postgraduate theses and papers presented at scientific events such as symposiums but not published elsewhere can be published, with a footnote in the Abstract, provided that it is stated from which thesis it was produced or in which scientific meeting it was presented.
• The word limits of the submitted articles are as follows:
a) Publishing copyright and translated articles and texts: Footnotes, bibliography, abstract and English abstracts should not exceed 10,000 words.

b) Book and scientific activity evaluation, research and loyalty note, doctoral summary: Except for footnotes, bibliography, abstract and English abstracts, the main text is between 1000-2500 words.
The process of articles exceeding this word is determined by the editors.
• In the publications of copyrighted and translated articles and texts, there should be a Turkish abstract between 250-300 words and an equivalent English summary and keywords (5-7 words). Other post types should not contain abstract and keywords.
• Transcription is not applied in the names of works and person in our journal. Manuscripts that come with transcription are sent to the author for correction.
• Manuscripts should be written in Microsoft Office Word program (Word 97 or higher version), with at least 2.5 cm margins, all of the text in Gentium Plus or ISNAD Font font, 12 points and single line spacing, footnotes 10 points and single line spacing, should be written as justified text.
• Abstract, keywords, footnotes, bibliography and tables must be completed before the copyright and translated article and text are submitted.
• Authors are required to abide by the journal's spelling rules. Manuscripts that do not comply with the spelling rules are sent back to the author for corrections.
• The authors of the academic articles sent to NISAR are deemed to have accepted the ethical principles and publication principles.
• The original of the translated articles and the translation permission should be attached.
• The originals of the published texts should be attached.
• A maximum of one work of the same type by the same author can be published in any number.
• In multi-author studies, authors indicate their contribution rates as a percentage.
• All expenses of the journal are covered by the publisher. The publication of articles and the execution of article processes in the journal are free of charge. No processing fee or submission fee is charged for articles submitted to the journal or accepted for publication.
• After the article is sent to the Journal for publication, the name of any of the authors cannot be deleted from the list of authors without the written consent of all authors, a new name cannot be added as an author, and the order of authors cannot be changed.
• Articles should be submitted electronically to the journal website from the "Submit Article" tab.
• All documents and files must be submitted as Word documents (.doc or .docx).
• At the end of the article, before the bibliography, the researchers' contribution rate statement, if any, support and acknowledgment statements should be stated in accordance with the conflict statement in accordance with the table below.
• Manuscripts sent to NISAR must comply with the ISNAD Citation System (ISNAD II Version with Footnotes).

• Tables and Figures: They should be arranged in accordance with the ISNAD Citation System.

• Ethics Committee approval should be obtained for articles that require Ethics Committee approval, and this approval (committee name, date and number) should be stated on the first page of the article and in the method section. Publication Principles
• NİSAR journal adheres to national and international standards on research and publication ethics. It complies with Press Law, Intellectual and Artistic Works Law and Higher Education Institutions Scientific Research and Publication Ethics Directive. NISAR has adopted the International Ethical Publishing Principles published by the Committee on Publication Ethics (COPE), Directory of Open Access Journals (DOAJ) and Open Access Scholarly Publishers Association (OASPA). It also undertakes to comply with the Decisions of the Turkey Editors' Workshop.

• NISAR checks the manuscripts submitted for review for plagiarism: Pre-checked manuscripts are scanned for plagiarism using TURNITIN software. If plagiarism/self-plagiarism is detected, authors are informed. If necessary, editors may check the article for plagiarism at various stages of the evaluation or production process. High similarity rates may lead to rejection of an article before or even after acceptance. This rate is expected to be less than 20%.
• The publication processes applied in NISAR journal are the basis for the impartial and reputable development and dissemination of knowledge. The processes applied in this direction are directly reflected in the quality of the work of the authors and the institutions supporting the authors. Peer-reviewed studies are studies that embody and support the scientific method. At this point, it is important that all stakeholders of the process (authors, readers and researchers, publishers, referees and editors) comply with the standards for ethical principles. Within the scope of NISAR Journal publication ethics, all stakeholders are expected to carry the following ethical responsibilities:
The following ethical duties and responsibilities have been prepared in accordance with the guidelines and policies published by the Committee on Publication Ethics (COPE) as open access (see COPE Guidelines) COPE Workflow Diagrams (Turkish).
If it is detected that the data used in the articles are manipulated, distorted or fabricated, the institution where the author of the article works will be officially notified of this situation and the article will be rejected. NISAR Journal has the right to request output files related to the analysis results from the authors according to the feedback given by the editor and/or referees.
• In order for the manuscripts to be evaluated, the author must submit his/her manuscript with a wet signed undertaking stating that "My study has not been published before and will not be published. Because duplication/republication/scientific misrepresentation/multiple publication is a criminal offence. According to the TÜBİTAK Publication Ethics Committee, republication is sending or publishing the same research results to more than one journal for publication. If an article has already been evaluated and published, publications other than this are considered as republication.
If the work prepared for publication is based on a book chapter, unpublished proceedings, or a master's or doctoral thesis, this should be stated in Turkish and English on the first page of the work.

Statement of Publication Ethics

Correction, Retraction, Expression of Concern
Editors may consider publishing a correction if minor errors are detected in the published article that do not affect the findings, interpretations and conclusions. Editors should consider retracting the manuscript if there are major errors/violations that invalidate the findings and conclusions. Editors should consider issuing a statement of concern if there is a possibility of research or publication misconduct by the authors; there is evidence that the findings are unreliable and that the authors' institutions have not investigated the incident; or the potential investigation appears unfair or inconclusive. COPE guidelines are taken into account regarding correction, retraction or expression of concern.

Plagiarism Action Plan and Journal's Measures
The journal respects intellectual property and aims to protect and promote the original work of its authors. Plagiarised manuscripts are contrary to the standards of quality, research and innovation. Therefore, all authors submitting manuscripts to the journal are expected to adhere to ethical standards and avoid plagiarism in any form. If an author is suspected of plagiarism in a submitted or published manuscript, the Ethics Editor of the journal will first review the manuscript. The paper is then reviewed by the Editorial Board. The Journal then contacts the author(s) to send their explanation within two weeks. If the journal does not receive any response from the author(s) within the specified period, the journal contacts the author's affiliated university and requests an investigation of the allegation.

The Journal will take the following serious measures against published manuscripts found to contain plagiarism:
1. The journal will immediately contact the university to which the author(s) is affiliated to take definitive action against the author(s) concerned.
2. The journal will remove the PDF copy of the published article from its website and disable all links to the full-text article. The phrase Plagiarised Article will be added to the title of the published article.
3. The journal will deactivate the author account and reject all future submissions by the author for 3 years.

Publication of Studies Based on Surveys and Interviews
NISAR Journal adopts the "Code of Conduct and Best Practice Guidelines for Journal Editors" and "Code of Conduct for Journal Publishers" principles of the Committee on Publication Ethics (COPE) in order to provide ethical assurance in scientific periodical publishing. In this context, the following points should be complied with in the studies submitted to the journal:
1) For research in all disciplines that require ethics committee approval (ethics committee approval must be obtained, this approval must be stated and documented in the article.
2) In studies requiring ethics committee authorisation, information about the authorisation (name of the committee, date and number) should be included in the method section and also on one of the first/last pages of the article; in case reports, information on the signature of the informed consent form should be included in the article.

Special Issue Publication Policy
A special issue can be published once a year upon the request of the Editorial Board. Articles submitted for inclusion in the special issue are first subjected to a preliminary editorial review. Then, they are examined for compliance with the journal's spelling rules and similarity screening is performed to prevent plagiarism. After these stages, they are taken into the peer review process in which the double blinded model is used.

Publication Ethics Policy

The publication of an article in a peer-reviewed journal is a necessary building block in the development of a harmonised and respected knowledge network. It is a direct reflection of the quality of the work of the authors and their supporting institutes. Peer-reviewed articles support and shape the scientific method. It is therefore important for all parties involved in publishing, authors, journal editors, reviewers and publishing organisations, to agree on standards of expected ethical behaviour:

Acts contrary to the ethics of scientific research and publication:
• Plagiarism: Presenting the ideas, methods, data, practices, writings, figures or works of others in whole or in part as one's own work without proper attribution to the author in accordance with scientific rules,
• Forgery: Producing data that are not based on research, editing or changing the work presented or published based on untrue data, reporting or publishing them, presenting a research that has not been done as if it has been done,
• Distortion: Falsifying research records and data obtained, falsifying methods, devices and materials that were not used in the research, excluding data that are not in accordance with the research hypothesis, manipulating data and/or results to fit the relevant theory or assumptions, falsifying or shaping the results of the research in line with the interests of the persons and organisations receiving support,
Re-publication: Presenting more than one work containing the same results of a research as separate works in associate professorship exam evaluations and academic promotions,
• Slicing: To present the results of a research as separate works in associate professorship exam evaluations and academic promotions by inappropriately dividing the results of a research into parts in a way that disrupts the integrity of the research and by publishing a large number of publications without citing each other,
• Unfair authorship: Including persons without active contribution among the authors, not including persons with active contribution among the authors, changing the order of authors in an unjustified and inappropriate manner, omitting the names of active contributors from the work during publication or in subsequent editions, using his/her influence to have his/her name included among the authors even though he/she has not made an active contribution.

Other types of ethical violations:
a) Failure to specify the persons, institutions or organisations providing support and their contributions in publications made as a result of research conducted with support,
b) Using theses or studies that have not yet been submitted or defended and accepted as a source without the permission of the owner,
c) Failure to comply with ethical rules in research on humans and animals, and failure to respect patient rights in publications,
ç) To act contrary to the provisions of the relevant legislation in human biomedical research and other clinical trials,
d) Sharing the information contained in a work that he/she has been assigned to examine with others before publication without the express permission of the author,
e) misuse the resources, spaces, facilities and devices provided or allocated for scientific research,
f) Making baseless, unwarranted and deliberate allegations of ethical violations,
g) Publishing data obtained in surveys and attitude surveys conducted within the scope of a scientific study without obtaining the explicit consent of the participants or, if the research is to be conducted in an institution, without obtaining the permission of the institution,
ğ) To harm animal health and ecological balance in research and experiments,
h) In research and experiments, not obtaining the permissions required to be obtained before starting the studies in writing from the authorised units,
ı) To carry out studies in research and experiments contrary to the provisions of the legislation or international conventions to which Turkey is a party regarding the relevant research and experiments,
i) Failure by researchers and authorities to comply with the obligation to inform and warn those concerned about possible harmful practices related to the scientific research conducted,
j) Not using the data and information obtained from other persons and institutions in scientific studies to the extent and in the manner permitted, not respecting the confidentiality of this information and not ensuring its protection,
k) Making false or misleading statements regarding scientific research and publications in academic appointments and promotions (YÖK Scientific Research and Publication Ethics Directive, Article 4).

Responsibilities of Stakeholders
Our readers and stakeholders can report any significant inaccuracies or violations of scientific research and publication ethics that they see in the articles published in NISAR Journal by sending an e-mail to nisardergisi@gmail.com. We welcome such notifications as they will provide opportunities for improvement and we aim to respond quickly and constructively.

a) Responsibilities of the Editors
NISAR Journal, its editors and field editors are bound by the COPE Code of Conduct and Best Practice Guidelines for Journal Editors, Based on the COPE Best Practice Guidelines for Journal Editors published by the Committee on Publication Ethics (COPE) and the principles of the Publication Ethics Flowcharts developed by COPE in possible cases of misuse or violation of publication ethics, the following ethical duties and responsibilities will be provided:
• Impartiality and Publisher's Freedom: Editors evaluate submitted manuscript proposals based on their relevance to the scope of the journal and the importance and originality of the work. The editors do not take into account the race, gender, sexual orientation, ethnicity, nationality, or political views of the authors who submit manuscript proposals. Correction or publication decision cannot be influenced by other institutions other than the editorial board of the journal. The editors take care to ensure that the published issues contribute to the reader, researcher, practitioner and scientific field and are of original quality.
• Independence: The relationship between the editors (Editor and Associate Editors) and the publisher is based on the principle of editorial independence. According to the written agreement between the editors and the publisher, all decisions of the editors are independent from the publisher and the owner of the journal. Editors should reject incomplete and erroneous research that does not comply with the journal policy, publication rules and level without any influence.
• Confidentiality: Editors do not share information about a submitted manuscript with anyone other than the corresponding author, referees and editorial board. They ensure that manuscripts evaluated by at least two referees are evaluated according to the double blind refereeing system and keep the referees confidential.
• Information and Differences of Opinion: Editors and editorial board members do not use unpublished information in an article submitted for their own research purposes without the express written permission of the authors. Editors should not be in conflict of interest regarding the manuscripts they accept or reject.
• Publication Decision: The editors ensure that all articles accepted for publication are peer-reviewed by at least two referees who are experts in their fields. The editors are responsible for deciding which work to publish from the articles submitted to the journal, based on the validity of the work in question, its importance to researchers and readers, the comments of the referees and such legal conditions. Editors have the responsibility and authority to accept or reject articles. Therefore, they have to use their responsibility and authority in a proper and timely manner.
• Ethical Concerns: Editors will take measures when ethical concerns arise regarding a submitted manuscript or published article. As a matter of fact, they continue their business processes without compromising intellectual property rights and ethical standards. Any reported unethical publishing behaviour will be investigated, even if it occurs years after publication. Editors follow the COPE Flowcharts in case ethical concerns arise. If the ethical concerns are significant, a correction, retraction may be applied, or the concerns may be published in the journal.
• Collaboration with Journal Boards: Editors ensure that all members of the advisory committee follow publication policies and guidelines. Inform advisory committee members about publication policies. Ensure that advisory committee members evaluate their work independently. Contributes to new advisory board members and makes decisions as appropriate. Sends work appropriate to the expertise of advisory board members for evaluation. Interacts regularly with the advisory board. Organises regular meetings with the editorial board for publication policies and journal development.

b) Responsibilities of Authors
• Reporting standards: Authors of original research should ensure that the work and results are accurately presented, followed by an objective discussion of the significance of the work. The manuscript proposal should include sufficient detail and references.
• Data access and storage: Authors are required to retain the raw data of their work. When necessary, they should make them available for editorial review if requested by the journal.
• Originality and plagiarism: Authors must submit entirely original work, and if they have used the work or words of others, this must be properly cited. Plagiarism in all its forms constitutes unethical publishing behaviour and is unacceptable. For this reason, a similarity rate report is requested from all authors submitting articles to the journal.
• Multiple, duplicate, redundant or simultaneous submission/publication: Authors should not submit an article that has already been published in another journal for evaluation. Simultaneous submission of an article to more than one journal is unethical publishing behaviour and is unacceptable.
• Authorship of the article: Only those who fulfil the authorship criteria should be listed as authors in the manuscript. These authorship criteria are as follows; (i) contributed to the design, implementation, data collection or analysis stages (ii) drafted or made significant intellectual contribution to or critically revised the manuscript, or (iii) has seen, approved and agreed to submit the final version of the manuscript for publication. The corresponding author must ensure that all authors (as defined above) are included in the author list and declare that they have seen the final version of the manuscript and agree to its submission for publication.
• Declaration and conflicts of interest: Authors should disclose conflicts of interest at the earliest possible stage (usually by submitting a disclosure form at the time of manuscript submission and including a declaration in the manuscript). All sources of financial support for the study should be declared (including grant/fund number or other Licence number, if applicable).
• Peer review process: Authors are required to participate in the peer review process and are obliged to cooperate fully by responding promptly to the editors' requests for raw data, clarifications and evidence of ethical approval and copyright permissions. In case of an initial decision of "revision required", authors should revise and resubmit their manuscripts by the deadline given to the reviewers' comments in a systematic manner.
• Fundamental errors in published works: When authors find substantial errors or inaccuracies in their own published work, they are obliged to inform the journal editors or publishers immediately and to co-operate with the journal editors or publishers to correct a typographical error (erratum) in the manuscript or to withdraw the manuscript from publication. If the editors or publisher learns from a third party that a published paper contains a significant error or inaccuracy, the author has the obligation to immediately correct or withdraw the paper or to provide evidence of the accuracy of the paper to the editors of the journal.

c) Responsibilities of Reviewers
• Contribution to editorial decisions: Assist editors in editorial decisions and help authors to improve their manuscripts through editorial communication. It should indicate the completion of other articles, artefacts, references, citations, rules and similar deficiencies related to the article.
• Speed: Any reviewer who does not feel qualified to review the manuscript proposal or who knows that the review of the manuscript cannot take place in a timely manner should immediately notify the editors and decline the invitation to review, so that a new reviewer can be appointed.
• Confidentiality: All manuscript proposals submitted for review are confidential documents and should be treated as such. They should not be shown or discussed with others unless authorised by the editor. This also applies to reviewers who decline an invitation to review.
• Standards of impartiality: Comments on the manuscript proposal should be made impartially, and suggestions should be made in such a way that the authors can use them to improve the manuscript. Personal criticism of the authors is not appropriate.
• Acceptance of references: Reviewers should identify relevant published work not cited by the authors. The reviewer should also inform the editor of any significant similarities between the manuscript under review and any other manuscript (published or unpublished).
• Conflicts of interest: Conflicts of interest should be declared to the editor. There should be no conflict of interest between the reviewers and the stakeholders of the manuscript under review.

PUBLICATION POLICY
• The articles submitted to NISAR journal should not have been published anywhere before and should not be decided to be published.
• NISAR publishes articles in Turkish, Arabic and English. Articles other than Latin letters (Arabic) should be written in Latin letters: title, abstract, keywords and bibliography should be added to the text.
• Copyrighted and translated articles and text publication: Should not exceed 10,000 words including footnotes, bibliography, abstract and English summaries.
• Copyrighted and translated articles and manuscripts should include a Turkish abstract of 250-300 words, an equivalent English abstract and keywords (5-7 words). Other types of articles should not include abstract and keywords.
• Book and scientific activity evaluation, research and loyalty note, doctoral abstract: The main text, excluding footnotes, bibliography, abstract and English abstracts, is between 1000-2500 words.
• Authors of academic articles submitted to NISAR are deemed to have accepted the ethical principles and publication guidelines.
• The originals of translated articles and translation permissions should be sent as an attachment.
• The originals of the published texts should be sent in the attachment.
• NISAR uses the ISNAD Citation System. Articles to be sent to our journal should be organised according to this system.
• All expenses of the journal are covered by the Publisher. The publication of articles in the journal and the execution of article processes are not subject to a fee. No processing fee or submission fee is charged for articles submitted to the journal or accepted for publication.
• Submitted manuscripts are scanned by a plagiarism detection programme, and after it is determined that they do not contain plagiarism and have not been published before, they are subjected to double blind peer review by at least two referees who have studies on the subject.

All expenses of NISAR journal are covered by the publisher. The publication of articles in the journal and the execution of article processes are not subject to any fee. No processing or submission fee is charged under any name for articles submitted to the journal or accepted for publication. NISAR journal does not accept sponsorship and advertisement in accordance with its publication policies.
