Kamu Hizmetlerinin Dijitalleşmesinde Lider Ülkeler; Estonya, Singapur, Birleşik Krallık, Norveç ve Güney Kore İncelemesi

Abstract

Kamu hizmetlerinin dijitalleşmesi, günümüzde birçok ülkenin öncelikli gündem maddelerinden biri haline gelmiştir. Bu süreç, vatandaşların daha kolay, hızlı ve etkin bir şekilde kamu hizmetlerine erişebilmesini sağlayarak yönetim verimliliğini artırmayı amaçlamaktadır. Bu bağlamda, Estonya, Singapur, Birleşik Krallık, Norveç ve Güney Kore gibi ülkeler, dijitalleşme konusunda öncü adımlar atmış ve başarılı uygulamalar geliştirmiştir. Bu çalışmanın amacı, kamu hizmetlerinin dijitalleşmesi alanında lider olarak kabul edilen bu ülkelerin dijitalleşme süreçlerini incelemek ve geliştirdikleri başarılı uygulamaların ortak özelliklerini ve farklılıklarını ortaya koymaktır. Çalışmada, bu ülkelerin dijital kamu hizmetleri sunumunda hangi teknolojileri kullandıkları, dijitalleşmenin yönetim verimliliğine ve vatandaş memnuniyetine nasıl katkı sağladığı araştırılmaktadır. Sorunsal olarak, dijitalleşme süreçlerinin farklı ülkelerde nasıl yapılandırıldığı ve başarıya ulaşmasında etkili olan faktörler ele alınmaktadır. Ayrıca, bu ülkelerin dijitalleşme stratejileri ile Türkiye gibi gelişmekte olan ülkelerin stratejileri arasındaki benzerlikler ve farklılıklar irdelenecektir. Çalışmada, karşılaştırmalı araştırma yöntemi kullanılarak bu beş lider ülkenin dijitalleşme süreçleri analiz edilecek ve bu analizler literatür taraması, hükümet raporları, uluslararası istatistikler ve dijitalleşme indekslerinden elde edilen verilerle desteklenecektir. Sonuç olarak, bu ülkelerin dijital kamu hizmetleri alanındaki deneyimlerinin diğer ülkeler için nasıl bir model olabileceği tartışılacaktır.

Leading Countries in Digitalization of Public Services; Review of Estonia, Singapore, United Kingdom, Norway and South Korea

Abstract

he digitalization of public services has become a prioritized agenda item for many countries today. This process aims to enhance administrative efficiency by enabling citizens to access public services more easily, swiftly, and effectively. In this context, countries such as Estonia, Singapore, the United Kingdom, Norway, and South Korea have taken pioneering steps and successfully implemented various digitalization initiatives. Estonia serves as a prominent global example with its e-government applications. Utilizing blockchain technology, it securely provides services such as digital identity verification and e-signatures, facilitating electronic access to public services for citizens. Singapore leverages high internet penetration and mobile technologies effectively to offer diverse e-government services. Advanced technologies like artificial intelligence and big data analytics are actively employed to enhance service quality. The United Kingdom provides a wide range of digital services through the Gov.uk platform and maintains advanced policies on data security. Norway is among the leading European countries in the widespread use of digital services, offering effective e-government solutions in areas such as healthcare, education, and tax administration. South Korea plays a leading role in integrating technology into public services, offering citizens innovative applications like AI-supported services and digital identity verification. These countries have achieved success in digitalizing public services and continue to develop new technological solutions to enhance citizen satisfaction.
