The aim of Aydın TÖMER Language Journal is to create a qualified publication platform where academic studies on teaching Turkish as a foreign and second language can meet with the interested parties. The journal is a nationally refereed journal published twice a year (spring and autumn) since 2016.

The articles to be sent to the journal must first be an original ‘research article’ that contributes to the field of teaching Turkish as a foreign or second language, or a ‘compilation article’ that evaluates previously published studies and presents new and noteworthy views on the subject. In addition, the journal also includes article-format evaluations of scientific books published in related fields, as well as book reviews.

General Rules

The language of the articles is Turkish and English
If there is an institution that supports the study, the last word of the article title should be placed on (*) and the information on the same page as the footnote should be given.
Manuscripts should not exceed 12.000 words including bibliography and annexes.
Articles should be organized according to the APA reference system. Please make sure that the references in the text are in the references


Writing Rules



Page Layout
Margins: up 3,5; down 2,5; left 2,5; right 2 cm with 170 mm X 240 mm over all text space.



Type of Font
Times New Roman style should be used. Turkish Abstract English Abstract should be in 11 pt, main text should be 10 pt. Text, Turkish-English abstract and the sources used should be justify. Text should be written using single line spacing, 1 line spacing between paragraphs should be left.



Headlines
The manuscript should be composed of main headings and sub-headings.



Main Title
Times New Roman character, using capital letters, bold and must be in Microsoft Word format in 14-pt format. Author name, abbreviations, author ORCID number and e-mail addresses should be written with two lines of space after the title and the name of the author should be written in 11 pt font size.



Abstract (ÖZ)
The text should be written in 11-pt font in Times New Roman font style and in a single paragraph in Microsoft Word format. Must not exceed 300 words and should be bold, 11 pt. Keywords should be in italic, bold type and 11 pt. At least three, maximum five key words should be written with the first letter and the other letters with small letters. In abstract (ÖZ), subject of the article, research method and result should be given.



Abstract
Abstract title should be written with two lines of space after Turkish keywords. Times New Roman should be in bold, 11 pt, justified, and in single word Microsoft Word format using capital letters. Should not exceed 600 words and abstract should be bold, 11 pt. and all text should be written in Microsoft Word format in Times New Roman style. Keywords in abstract should be in italic, bold type and 11 pt. At least three, maximum five key words should be written with the first letter and the other letters with small letters. In abstract, subject of the article, research method and result should be given.



Sections
Section subtitles (INTRODUCTION, CONCEPTUAL FRAME, LITERATURE SCANNING, RESEARCH METHODOLOGY, FINDINGS, CONCLUSION, etc), which are formed according to the content of the article, should be all uppercase, 11 pt and bold, and they should be typed without numbering.



Main Text
Subtitles should be written in 11 pt, bold and capital letters and the text should be in 11 pt., Times New Roman style in Microsoft Word format. Articles should be written in a single column, justified, and in a single space between paragraphs. The subtitle of the first section should start with a line space after the keywords and there should be no spaces in the following paragraphs. Article length must not exceed 20 pages with shapes and figures



Tables, Figures, Graphics and Pictures
If the tables, figures, graphics and pictures used in the text are not originally created by the author (s), they can be used in the text by showing “source”. Tables, figures, graphics and pictures should be placed to fit the text and the headings should be written in 11 font size and centered. Tables and graphs used in the text should be listed as Table 1., Table 2. / Chart 1., Chart 2. etc. and so on. Table numbers and titles should be written before the table. Figures, graphics and pictures of the numbers and the headers (figure, graphic and picture) then the bottom of the Figure 1., Figure 2. / Picture 1., Picture 2. etc. should be written as ordered. The first letters of the words used in the tables, figures, graphics and image titles should be initials large and the others are small.



Conclusion
The title should be written in bold, 11 pt, capital letters and text in 11 pt. Times New Roman style in Microsoft Word format.



In-article Reference Representation
Reference within the article should be arranged in accordance with the APA rules.

ETHICAL RESPONSIBILITIES 


Principles of Research and Publication Ethics

In our journal, it is important for all stakeholders, especially the author(s), referees, editor and publisher, to comply with ethical principles standards. Within the scope of our journal's ethical responsibilities, all stakeholders have the responsibility to comply with ethical standards and ethical principles. Therefore, the author(s), referees, editor and publisher are expected to carry the following ethical responsibilities.

While creating ethical duties and responsibilities, the policies and guidelines published by the Committee on Publication Ethics (COPE) "https://publicationethics.org/" as open access were taken into consideration.

In scientific papers sent to TOMER, the guidelines related to the Scientific Research and Publication Ethics of Higher Education Institutions, the recommendations of the International Committee of Medical Journal Editors and the International Standards for the Authors and Authors of the Committee should be taken into attention. Plagiarism, forgery in the data, misleading, repetition of publications, divisional publication and individuals who do not contribute to the research are among the authors are unacceptable practices within the ethical rules. Legal actions will be taken in case of any ethical irregularity related to this and similar practices.

a)Plagiarism: Placing the original ideas, methods, data, or works of others, partly or completely, without making reference to the scientific rules, is dealt with in the context of plagiarism. In order to avoid plagiarism, the authors should refer to the scientific rules in a manner that is appropriate and should pay attention to the references of all scientific papers in their research.

b)Forgery of Data: The use of data that does not exist or is modified in scientific research is data in the scope of forgery. Authors should analyze their data in accordance with ethical rules and without exposing them to a change in validity and reliability during the process.

c)Detortion: Changing the records or data obtained from the study, showing the devices or materials that are not used in the research as used, changing or shaping the research results according to the interests of the people and organizations that are supported are considered within the scope of distortion. The authors should be honest, objective and transparent in the information they provide in relation to the research process. They should avoid violating the rules of ethics.

d)Repetition: Presenting the same publication as separate publications without referring to the previous publications is considered within the scope of repetition of publications. The responsibility for the publication of the publications submitted for evaluation in another place or in the evaluation process belongs to the authors. The authors should refrain from repeating the original and original research and they should pay attention to submit their original and original research.

e)Divisional Publication: The results of a research are discussed in the scope of dissemination and disseminating the results of the research in a way that disrupts the integrity of the research and disseminating it in more than one way, and publishing these publications as separate publications. The authors should consider the integrity of the research and avoid the divisions that will affect the results.

f)Authorship: The inclusion of people who do not contribute to the research or not to include the people who have contributed is considered within the scope of unfair writing. All authors should have contributed sufficiently to the planning, design, data collection, analysis, evaluation, preparation of the research and finalization of the research.


Ethics Committee Approval

"Ethics Committee Approval" is required for the following researches. An approved “Ethics Committee Approval ” must be obtained from the institution where the author of the article is located. Researches requiring from the Ethics Committee Approval are as follows:

Any kind of researches carried out with qualitative or quantitative approaches that require data collection from participants using questionnaire, interview, focus group works, observation, experiment, interview techniques,

· Usage of humans and animals (including material / data) for experimental or other scientific purposes,

· Clinical researches on humans,
· Researches on animals,
· Retrospective studies in accordance with the Law on Protection of Personal Data,

Also;

· Stating that “Informed consent form” has been taken in the case reports,
· Obtaining and specifying the permission of the owners for the use of scales, questionnaire and photos belonging to others,
· Stating that copyright regulations are obeyed for the ideas and works of art used.

In these articles, “Ethics Committee Approval ” should be stated in the article. The articles should include the statement that Research and Publication Ethics are complied with.


Ethical Responsibilities of Authors

Aydın TÖMER Language Journal requires the author(s) to comply with the ethical responsibilities specified below in the studies submitted to it:
• Articles submitted to our journal must be original. Articles submitted to our journal must not have been published anywhere before. The article submitted to our journal must not have been sent to other journals for review during the same process/must not be in the referee process of another journal.
• Legal consequences that may arise regarding copyrights related to published studies because it is not stated or determined that it has been published anywhere before belong entirely to the author(s).
• Author(s) must not contact persons involved in the evaluation process before and during the evaluation process of the article.
• Quotations/references from other sources must be stated accurately and completely.
• Author(s) must quote scientific publications that will contribute more broadly to the prepared article. Information obtained specifically must not be used or reported without written permission from the source.
• Plagiarism constitutes any unethical behavior in scientific studies and is unacceptable. Plagiarism reports must be prepared for articles sent to our journal, and the prepared plagiarism report must be uploaded from the "upload plagiarism report" section when uploading the article to the system.
• The definitive list of author(s) must be determined before the article is submitted. It cannot be proposed to change the author(s) of the article whose evaluation process has started (adding an author, removing an author, changing the order of authors, etc.).
• If the article has been supported by any person, institution or organization, this person, institution or organization must be stated as a footnote in the study. The author(s) are responsible for the permissions obtained from the person, institution and organization.
• If there are any conflicts of interest and relationships that may constitute the article sent for publication, they must be explained.
• During the evaluation process of the article, raw data regarding the article may be requested from the author(s). In this case, the author(s) must provide the requested data and information to the editorial board and scientific board as soon as possible.
• For studies conducted with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group study, observation, experiment, interview techniques, and that require an ethics committee decision, separate ethics committee approval must be obtained, and this approval must be stated and documented in the article.
• Articles must include a statement indicating that Research and Publication Ethics has been complied with.
• In studies requiring ethics committee approval, information regarding the permission (board name, date and number) must be included in the method section and also on the first/last page of the article. In case reports, information indicating that the informed consent/consent form was signed must be included in the article.
• Copyright regulations must be observed for the intellectual and artistic works used.
• Researchers who are not university members can apply to the Ethics Committees in their region for the Ethics Committee Report.
• Authors must have a document indicating that they have the necessary permissions regarding the rights to use the data used in the article or that the consent of the experimental subjects has been obtained. The privacy rights of human subjects must be respected
• When the author(s) detect a significant deficiency or error in their article, they must immediately contact and inform the journal editor/publisher.
• The author(s) must contact the editor for correction or retraction procedures.
• The author(s) must fulfill the correction suggestions specified by the referee and the board.
• The author(s) may object to the negative opinions of the referees, provided that they provide evidence. This objection is examined and, if deemed necessary, a different referee opinion is sought.
• In order for the studies to be published, the author(s) must take into consideration the opinions and suggestions of the Referee and Editorial Board.
• The legal responsibilities arising from the content of the studies published in the journal belong entirely to the author(s).


Ethical Responsibilities of Editors 

Journal editors must comply with the ethical duties and responsibilities set forth in the “COPE Code of Conduct and Best Practice Guidelines for Journal Editors” (https://publicationethics.org/files/Code_of_conduct_for_journal_editors_Mar11.pdf) published by the Committee on Publication Ethics (COPE) (https://publicationethics.org/).

They must also comply with the ethical responsibilities set forth in the “COPE Best Practice Guidelines for Journal Editors” (https://publicationethics.org/files/u2/Best_Practice.pdf).

Editors must have and comply with the following ethical responsibilities:
• The editor is responsible for every article published in the journal.
• The editor must keep all records in the journal system.
• The editor must ensure that the article evaluation process is fair, transparent, objective and timely.
• The editor should ensure the continuous development of the journal and follow current scientific developments.
• The editor should appoint referees who are experts in their fields in accordance with the subject of the article.
• The editor should keep the identity of the referees confidential by applying blind refereeing.
• Privileged ideas and information obtained as a result of referee evaluations should be kept confidential. They should not be used for individual interests.
• The editor should monitor whether there is a conflict of interest between the referees and the author(s).
• The editor should protect the confidentiality of all reports and content sent to the journal by the author(s) and referees.
• The editor decides on the approval, rejection or publication of the article after corrections according to the peer review process. He/she has the right to make edits, publish or not publish the studies sent to the journal.
• The editor should support freedom of thought. He/she should evaluate the articles impartially with their scientific and intellectual content without considering the race, gender, religious belief, ethnicity, citizenship or political views of the authors.
• The editor should encourage transparency and honest reporting in the journal's publication policies and process. Together with the publisher, they should create a transparent system for appealing editorial decisions.
• The editor should ensure that authors and reviewers clearly understand what is expected of them.
• The editor should use the journal’s standard electronic submission system for journal communications.
• The editor should not make decisions about articles written by the editor, by affiliated members or colleagues, or about products or services in which the editor is interested. They should avoid any potential editorial conflict of interest.
• The editor should make appropriate use of the publisher’s systems to detect misconduct, such as plagiarism
• The editor is responsible for protecting the intellectual property of all articles published in the journal. They are also responsible for defending the rights of the journal and the author(s) in the event of any potential infringement.
• The editor is responsible for taking the necessary precautions to ensure that the content of published articles does not infringe the intellectual property rights of other publications.
• The editor should appoint at least two external and independent reviewers during the article review process. Reviewers should seek additional advice from the editor if necessary.
• The editor may also send the article to a third or fourth reviewer if necessary.
• The editor should provide the necessary information and guidance to the referees during the article evaluation phase if needed.
• When selecting referees, they should be experts in their fields. Fraudulent referee selection should be avoided.
• The editor should review the self-citation suggestions made by the referees to prevent potential conflicts of interest.
• The editor should not ask authors to refer to their own articles or products and services owned by the editor.
• In cases of reported or suspected misconduct, the editor should objectively and transparently review, evaluate and record the reports together with the publisher.
• The editor should not attempt to influence the ranking of the journal by artificially increasing any journal metric.
• The editor should not request the inclusion of references to articles from this journal (or any other journal) except for genuine scientific reasons.
• The editor should ensure that the evaluation process of the articles is completed impartially and on time. The journal should apply the "Blind Review and Review Process" policies in its publication policies.
• The editor is responsible for ensuring that each published article is published in accordance with the journal's publishing policies and international standards.
• The editor is responsible for protecting the personal data of authors, referees and readers.


Ethical Responsibilities of Referees

In order for the articles to be examined objectively and independently, “Blind Refereeing” increases the quality of publication and provides trust. For this reason, the principle of double-blind refereeing is applied in the article evaluation process in our journal. In our journal, the author(s) and referees cannot directly communicate with the articles in the review process. The referees’ evaluations and comments are carried out through the journal management system. The referees’ evaluation forms and opinions on the article text are delivered to the authors by the editor. The editor should monitor that the referees complete the evaluation process objectively, independently and ethically.

Our journal’s referees must have the following ethical responsibilities:
• Referees must fulfill their ethical responsibilities during the article evaluation process.
• Referees must accept to review studies related to their own fields. They should not review articles outside their fields.
• Referees must comply with the article evaluation period.
• Referees must complete the article evaluation process impartially and confidentially.
• Referees must carry out the evaluation process objectively without considering personal characteristics such as gender, religion, political, commercial conflicts, citizenship, etc. These personal characteristics should not affect the decisions of the referees. The evaluation process should be completed objectively.
• If the referees think that they are faced with a conflict of interest during the article evaluation process, they should refuse to evaluate the article and inform the journal editor about it.
• Referees should use a polite/constructive language and style when evaluating the article they have reviewed. They should avoid comments and expressions that are offensive, derogatory, insulting, slanderous and hostile.
• Referees can use the content of the studies they have reviewed only after they are published due to the principle of confidentiality. They cannot use any information from the rejected studies.
• Referees can suggest citations that will scientifically contribute to the author(s)'s work. However, referees should not make suggestions to increase their own citation count.
• Referees should not access information about the author(s)'s identity. The evaluation process should be terminated if the author(s)'s information is accessed or this information is obtained.
• Referees should be aware of the personal biases that may occur during the refereeing process and should take this into consideration when reviewing the article.
• Referees must clearly and thoroughly state their reasons for rejecting articles in the referee report.


Ethical Responsibilities of Publishers

The publisher must comply with the following ethical responsibilities:
• The publisher declares and undertakes to make impartial editorial decisions. The editor is responsible for the entire process of the studies submitted to the journal. In this context, the editor is the decision-maker regardless of economic or political gains.

• The publisher protects the property and copyright of each published study.
• The publisher undertakes the obligation to keep a record of each published study.
• The publisher has the responsibility to take measures to prevent scientific exploitation, to prevent all kinds of plagiarism and scientific misconduct, etc. against the editor.
• The publisher should assume the role of a nurturer, supporter and investor in the scientific process.
• The publisher should ensure that best practices are implemented in the process.


Ethical Responsibilities of the Editorial Board

• The editorial board should share their experiences and expertise in their own fields of expertise.
• The editorial board should make recommendations on the journal's policy and scope.
• The editorial board should cooperate with the editor to ensure the development of the journal.
• The editorial board should promote the journal and direct new and established authors to the journal.
• The editorial board should ensure that conflict of interest rules are followed.
• The editorial board should review the articles sent to the journal.
• The editorial board should follow current developments and changes and contribute to the journal's processes.
