Data Governance: A Strategic Evaluation of Practices in Türkiye within the Framework of Global Applications

Abstract

Data governance is the process of managing data efficiently, securely, and transparently in the digital world. In an era of increasing global competition, countries have prioritized data governance to achieve data-driven decision-making, innovation, and economic growth goals. This study aims to examine Türkiye’s data governance practices from a global perspective. The study compares Türkiye's data governance policies with global data governance regulations and practices in other countries, highlighting the similarities and differences in current strategies and legal frameworks. The study provides an overview of Türkiye's data governance policies and practices using document analysis, a qualitative research method. The findings assess how Türkiye's data governance strategies are positioned globally and whether they align with international regulations. The results indicate that Türkiye's data governance strategies are moving toward alignment with global standards, although there are some gaps in local practices.

Abstract

Veri yönetişimi, dijitalleşen dünyada verilerin etkin, güvenli ve şeffaf bir şekilde yönetilmesi sürecidir. Küresel rekabetin arttığı bu dönemde, ülkeler veriye dayalı karar alma, yenilikçilik ve ekonomik büyüme hedeflerine ulaşabilmek için veri yönetişimini stratejik bir öncelik hâline getirmiştir. Bu çalışma, Türkiye'deki veri yönetişimi uygulamalarını küresel bir perspektiften incelemeyi amaçlamaktadır. Çalışma, Türkiye'nin veri yönetişimi politikalarını, küresel veri yönetişimi düzenlemeleri ve diğer ülkelerdeki uygulamalarla karşılaştırarak mevcut strateji ve yasal düzenlemelerin benzerlik ve farklılıklarını ortaya koymayı hedeflemektedir. Çalışma, nitel araştırma yöntemlerinden doküman analizi kullanarak, Türkiye'nin veri yönetişimi politikaları ve uygulamaları hakkında bir inceleme yapmaktadır. Çalışmanın bulguları, Türkiye'nin veri yönetişimi stratejilerinin küresel düzeyde nasıl konumlandığını ve uluslararası düzenlemelerle uyumlu olup olmadığını değerlendirmektedir. Bulgular, Türkiye'nin veri yönetişimi stratejilerinin küresel standartlarla uyum sağlama yolunda olduğunu ancak yerel uygulamalarda bazı eksikliklerin mevcut olduğunu ortaya koymaktadır.
