Halk Kütüphanesinde Görev Yapan Kütüphanecilerin Hizmet Sunumunda Sosyal Sorumluluk Algısı: Niğde İli Örneği

Abstract

Toplumların yapısında özellikle son yarım yüzyılda önce küreselleşme, ardından bilişim teknolojisinin yoğun etki gücünden kaynaklanan ciddi değişimler yaşanmıştır. Bu değişim, toplumsal dokuyu oluşturan organların kimliklerini, sorumluluklarını, önceliklerini ve sınırlarını da başkalaştırmıştır. Söz konusu dönüşümün ortaya koyduğu yeni kimlik tanımlamalarından biri de bireylerin ve organizasyonların, özellikle de kamu yararını gözeten kurumların parçası oldukları toplumu etkileme biçimlerinin sorumluluklarını almalarıdır. Temelde sistemli bir yaklaşımı gerektiren bu görece yeni görev genel anlamda sosyal sorumluluk olarak ifade edilmektedir. Sosyal sorumluluk bu yönüyle bireylerin, kurumların ve diğer organizasyonların parçası oldukları toplum, çevre ve diğer paydaşlar üzerinde olumlu bir etki yaratmak için aldıkları sorumlulukları ifade eder. Bireysel ve kurumsal olmak üzere genellikle iki ayrı boyutta ele alınan sosyal sorumluluğun hedeflediği “daha iyi” olmaya katkı çabası, amaçlanan katkının etki boyutu açısından toplumun bazı unsurlarını daha ön plana çıkarmaktadır. Bunlardan biri de üstlendikleri toplumsal kültür kurumu kimliği ile kütüphanelerdir. Öyle ki, sosyal sorumluluk günümüzde hemen her türden kütüphanenin hizmet felsefesinin doğal bir eklentisine dönüşmüş durumdadır. Zira sosyal sorumluluk kavramının ifade ettiği değerler yalnızca kütüphanelerin hizmet kapsamını genişletmekle kalmamış, aynı zamanda mesleğin toplumdaki rolünün ve işlevinin de yeniden tanımlanmasını gerektirmiştir. Bu çerçevede araştırmanın amacı, Niğde ilinde görev yapan ve üniversitelerin Bilgi ve Belge Yönetimi (BBY) bölümlerinden mezun olan halk kütüphanesi çalışanlarının sosyal sorumluluk anlayışını, bu anlayışın kütüphane hizmetlerine nasıl yansıdığını ve toplumsal katkısını incelemektir. Çalışmanın sınırlılıkları kapsamında kütüphanecilerin sosyal sorumluluğu nasıl tanımladıkları, hangi alanlarda sosyal sorumluluk çalışmalarına katıldıkları ve bu çalışmaların yerel topluma sağladığı katkılar hakkındaki görüşleri ayrıntılı olarak analiz edilmiştir. Aynı zamanda araştırmanın evrenini oluşturan alan mezunu 16 kütüphaneciden görüşme tekniği ile elde edilen bulgular, sosyal sorumluluk kavramının günümüz halk kütüphanesi hizmet anlayışındaki yeri, önemi ve gerekliliği hakkında kavramsal altyapısı sınırlı bir farkındalığın olduğunu ortaya koymuştur. Buna karşın katılımcıların önemli bir bölümü, sosyal sorumluluğu gözeten tutum ve davranışlar açısından iyi niyetli bir çabanın içindedir ve bu konuda gelişime açıktır. Araştırmada varılan sonuçların, halk kütüphanelerindeki sosyal sorumluluk faaliyetlerinin etkinliğini arttırmaya yönelik kurumsal ve ulusal çaplı politikaların geliştirilmesine katkı sağlaması, çalışmanın asıl başarısı olacaktır.

Perception of Social Responsibility in Service Delivery of Librarians Working in Public Libraries: The Example of Niğde Province

Abstract

There have been serious changes in the structure of societies, especially in the last half century, first due to globalization and then to the intense influence of information technology. This change has also transformed the identities, responsibilities, priorities and boundaries of the organs that make up the social fabric. One of the new identity definitions revealed by this transformation is that individuals and organizations, especially institutions that look after the public interest, take responsibility for the ways they affect the society they are a part of. This relatively new duty, which basically requires a systematic approach, is generally expressed as social responsibility. In this respect, social responsibility refers to the responsibilities that individuals, institutions and other organizations take on to create a positive impact on the society, environment and other stakeholders they are a part of. The effort to contribute to being “better”, which is generally addressed in two separate dimensions as individual and institutional, brings some elements of society to the forefront in terms of the impact dimension of the intended contribution. One of these is libraries with the identity they assume as social cultural institutions. In fact, social responsibility has become a natural addition to the service philosophy of almost every type of library today. Because the values expressed by the concept of social responsibility have not only expanded the scope of services of libraries, but also required the redefinition of the role and function of the profession in society. In this context, the aim of the research is to reveal the social responsibility understanding of public library employees who are graduates of Information and Records Management (IRM) departments of universities in Niğde province, how this understanding is reflected in library services and their social contributions. Within the scope of the limitations of the study, how librarians define social responsibility, in which areas they participate in social responsibility activities and their views on the contributions of these activities to the local society have been analyzed in detail. At the same time, the findings obtained through interview technique from 16 librarians who are graduates of the field that constitute the universe of the research revealed that there is a limited awareness of the conceptual infrastructure about the place, importance and necessity of the concept of social responsibility in today's public library service understanding. On the other hand, a significant portion of the participants are in a good-willed effort in terms of attitudes and behaviours that consider social responsibility and are open to development in this regard. The main success of the study will be that the results reached in the research contribute to the development of institutional and national policies aimed at increasing the effectiveness of social responsibility activities in public libraries.
