Çiğdem Çiftçi is a Professor at the Department of Urban and Regional Planning, Faculty of Fine Arts and Architecture, Necmettin Erbakan University. She completed her PhD in 1999 at the Department of Urban and Regional Planning, Istanbul Technical University, on social facilities in metropolitan spatial planning of some metropolitan areas in Turkey. She worked as a research academic at Selçuk University between 2000-2011. She served as a director in the TÜBİTAK Public Research and Development Project titled Conservation-Oriented Rural Area Planning, developed in cooperation with KTÜ and SU universities on behalf of the Ministry of Environment and Urbanization. She served as a member of the Cultural and Natural Heritage Protection Boards of the Ministry of Culture and Tourism in Erzurum, Konya and Nevşehir between 2000-2012. She worked as a manager at the NEU Security, Health and Environment Application Research Center between 2018-2021.

He has over 34 years of experience as an academic in the higher education sector and has been involved in many public and private sector supported research and development projects as a coordinator, manager, researcher and consultant.

His areas of expertise and interest are Cultural Heritage Protection Planning, Smart City Planning, Metropolitan Spatial Planning, Regional and Urban Ecological Planning, Climate Change and Settlement Relationship, Basin Planning and Sustainable Rural Planning and Development.

His recent studies have focused on "Cultural Heritage Management", "Impacts of Climate Change on Urban and Regional Environment" and "Cultural Tourism Planning".

Dilek KOC SAN received her bachelor’s degree from Gazi University, Faculty of Engineering and Architecture, Department of City and Regional Planning in 2000. In 2009, she received her Doctorate degree from Middle East Technical University, Department of Geodetic and Geographic Information technologies. During her doctorate education, she conducted research for 6 months in 2006 at the Swiss Federal Institute of Technology (ETH), Department of Photogrammetry and Remote Sensing. She worked as a Research Assistant at the Middle East Technical University, Graduate School of Natural and Applied Sciences, Department of Geodesy and Geographical Information Technologies between 2002-2009 and as a Research Assistant Dr. at Selcuk University, Graduate School of Natural and Applied Sciences, Department of City and Regional Planning between 2009-2011. In 2011, she was appointed as an Assistant Professor at Akdeniz University, Faculty of Science, Department of Space Sciences and Technologies. In 2014, she received the title of Associate Professor in the field of City and Regional Planning. Since 2017, she has been working as a faculty member at Akdeniz University, Faculty of Architecture, Department of City and Regional Planning, Department of Planning Technologies. She was received Professor title in 2020.

1973 yılında Konya’da doğumludur. 1995 yılında Selçuk Üniversitesi Mühendislik Mimarlık Fakültesi İnşaat Mühendisliği Bölümünden mezun olmuştur. 2001 yılında İstanbul Teknik Üniversitesi Fen Bilimleri Enstitüsü İnşaat Mühendisliği Ana Bilim Dalı Su mühendisliği programında yüksek lisans eğitimini tamamlayarak, Nisan 2007 tarihinde Doktor unvanı almıştır. A.B.D. Texas A&M Universitesi (TAMU), Biological and Agricultural Department (BAEN)’de ziyaretçi araştırmacı olarak doktora sonrası çalışmalarda bulunmuştur. 04.04.2011 tarihinde İnşaat mühendisliği bilim alanında Doçent ünvanı almıştır. 30.06.2016 tarihinde Profesör kadrosuna atanmıştır. Başlıca araştırma alanları ve yayınları hidromekanik, türbülanslı akımlarda enerji kayıpları ve sürtünme faktörünün belirlenmesi, çok çıkışlı boru akımı hidroliği, şehir şebeke sistemlerinde sızıntı kayıplarının modellenmesi, ticari boru hatlarının hidrolik tasarımı, mikro-sulama sistemi alt boru ünitesini teşkil eden lateral boru akımı hidroliği ve tasarımı, peyzaj alanları için su kaynakları planlaması, deterministik ve analitik modelleme, kısmen yapay zeka teknikleri ile modelleme üzerinedir.  İTÜ İnşaat Fakültesi Hidrolik Anabilim Dalı bünyesinde, 2000 yılında hazırlanan, "İstanbul İlinin Peyzaj Alanları için Su Kaynakları Planlaması" başlıklı projede araştırmacı olarak görev almıştır. İnşaat ve Hidrolik mühendisliği alanındaki tek yazarlı “Hydraulic Principles and Design Concepts for Submain Units with Multiple Outlets Pipelines: New Analytical Techniques with Engineering Applications” başlıklı uluslararası kitabı (authored-book) Springer yayınevi tarafından 2023 yılında basılmıştır. “Hydraulically Efficient Design Concepts for Submain Units with Multiple Outlet Pipelines: Software Development, Implementation and Visualization with Engineering Practice” başlıklı 2. kitabı, Springer Yayınevi tarafından basılmak üzere editor değerlendirmesi altındadır. "Mikro-Sulama Sistemi Lateral Boru Akımı Hidroliği: Analitik Çözümler ve Tasarım Uygulamaları" başlıklı kitabı, Nobel Yayınevi tarafından, Aralık,2024 tarihinde basılmıştır.  American Society of Civil Engineers (ASCE) kurumu bünyesindeki periyodik dergiler basta olmak uzere, SCI/SCI-Exp.’da taralı bilimsel dergilerde tam metin makale, teknik not, elestiri ve eleştiriye cevap turunde yayınlanan 75’in üzerinde makalesi, 50’nin üzerinde uluslararası yayınevlerinde basılmış kitap ve kitap bölümleri, ulusal ve uluslararası konferans bildirileri bulunmaktadır. ASCE “Journal of Irrigation and Drainage Engineering” dergisinde, 2006 yılında yayınlanan bilimsel bir yayın üzerine yapılan elestiri (discussion) eseri ASCE&EWRI (Environmental Water Resources Institute) tarafından “2008 The Best Discussion Award” ödülüne layık görülmüştür. Çevre, Şehircilik ve İklim Değişikliği Bakanlığı’nın yayın organı olan “Çevre, Sehir, İklim” dergisinde Bilim ve Danışma Kurulu üyesi olarak görev yapmaktadır. Halen Giresun Üniversitesi, Mühendislik Fakültesi, İnşaat Mühendisliği Bölümü Hidrolik Anabilim Dalı öğretim üyesidir. 2021-2023 yılları arasında Giresun Üniversitesi Rektör Yardımcısı olarak görev yapmıştır. İngilizce bilmektedir. Evli ve iki çocuk babasıdır. Arazi aracı ile off-road, doğa yürüyüşü, Shaolin Kung-Fu, hız bisikleti ile seyahat, vahşi yaşam ve doğa belgeseli izlemek, akvaryum ve tropikal hayvan beslemek başlıca hobileri arasındadır.

Mehmet KUCUKMEHMETOGLU earned his bachelor’s degree in City and Regional Planning from the Middle East Technical University, Turkey and his Doctor of Philosophy degree in City and Regional Planning from The Ohio State University, USA after having successfully earned his master’s degree in Urban and Regional Planning from the Graduate School Public and International Affairs at University of Pittsburgh, USA. Mehmet Kucukmehmetoglu was the head of the Department of City and Regional Planning of Gebze Technical University, Turkey from 2014 to 2022. Currently, he has been pursuing his academic career in the same area as a faculty member of School of Architecture of Istanbul Technical University, and has the following areas of research interests; resource economics, policy analysis, quantitative techniques in urban and regional planning, and optimization based urban modelling.

Dr. Toprak is a civil engineer and academician in water sciences (M.Sc., PhD). He interests in water resources, hydraulics, fluid mechanics, global climate change, statistics, and fuzzy logic.
He was born in October 8, 1967 in Diyarbakir – Turkey. He graduated from Hizirilyas First School, Ali Emiri Secondary School, and Gaziantep High School in 1979, 1982, and 1985 respectively. He graduated from Dicle University, Engineering Faculty Civil Engineering Department in 1989. Just after graduating, he worked in the private sector for a short period. He completed his MSc studies in 1994 at Firat University and his PhD from Istanbul Technical University (ITU) in 2004. He gets titles Assoc. Prof. and Prof. in 2011 and 2017, respectively.
Dr. Toprak has more than 150 of published studies, which 12 of them are books or books’ chapters in water resources, hydraulics, fluid mechanics, global climate change, statistics, and fuzzy logic sciences. His articles ranked with 1st, 4th, 6th, and 8th ranks in the top 25 article lists. He introduced to two new methods (SMRGT and ZFT) and brought four concepts (“climatic identity”, “time coefficient”, “stream coefficient”, and “ideal velocity”) into literature. The first methodology is developed to automatically construct membership functions and generate fuzzy rules, whereas the second one proposed for determining the water losses in drinking water – networks. The first concept related to the global climate change. The next two of them are used for modeling monthly mean flow in poorly gauged basins. The last one is a new concept for cross – sectional velocity distribution of any pipe or open channel flow.
He was supported with Overseas Fellowship by British Hydrological Society (BHS) and IRD to attend conferences namely British Hydrological Society and Balkan Water Observation and Information System (BALWOIS) respectively, in 2004. He has been invited to about 200 scientific meeting held in more than 20 countries (i.e. USA, Russia, Australia, UK, China, India, Spain, Algeria, Italy, Sweden, Finland, Republic of South Africa, and Egypt etc.). He invited to an International Conference held in USA in 2013 and to Climate and Environmental Physics Laboratory of Natural Science Institute, Civil Engineering Department, and Turkish Language and Literary Department of Ural Federal University for serial seminars and short courses in 2014. Similarly, he has been invited to Republic of South Africa in 2018 for consultancy on both water resources and drought, for presenting serial seminars, and giving short courses at University of Free State.
He held the Workshop on Water Sciences and their Application (SUBIC 2021), National Hydrology Congress (UHK 2017) and National Symposium on Modern Methods in Science (BMYS 2010) as the chair of the meetings. He organized and/or placed in the list of scientific and organizing committees of numerous national and international scientific meetings. He has worked as reviewer for more than 30 international journals indexed by SCI. He has also worked as consultant, reviewer, and panelist for the projects applied to the Scientific and Technological Research Council of Turkey (TUBITAK) and to the many other institutions. He has directed numerous masters and doctoral thesis. He was responsible to sub-tile namely “Training, Knowledge and Capacity Building Strategies” under 6th Theme at the 5th World Water Forum held in Istanbul in 2009.
He rewarded two times Academic Performance Award and one of master's thesis he supervised was deemed worthy of the “Best Thesis Award” in the "Thesis Award Contributing to Environment, Health, Economy and Sustainable Development" category in 2022.
He is member of the “Chamber of Civil Engineering (IMO)”, “Society of Fuzzy Systems (BUSIDE)”, “Dicle University Natural Hazards Research and Application Center (DAFAM)”, “Fuzzy Logic and Its Technology (BUMAT)”, “Oriental Studies Association” (ŞAD), “Architectures and Engineers Group (MMG)”, and “American Society of Civil Engineers (ASCE – During PhD)”.
He had worked as Vice – Rectors of Sirnak University (2018 – 2019), the head of Civil Engineering Department at Dicle University (2017 – 2018), vice-chair at the same department (2005 – 2009), and was director of both Renewable Energy Application and Research Center and Solar Energy Application and Research Center (2017 -2021).
Currently he is the head of the Civil Engineering Department of Dicle University. Plays chess, writes poem.

Assoc. Prof. Dr. Ömer Ekmekcioğlu was born on September 23, 1991, in Istanbul. He received his undergraduate degree from Yildiz Technical University, Department of Civil Engineering in 2014. He completed his master’s degree in the Hydraulics and Water Resources Engineering program at Istanbul Technical University in 2019 and obtained his doctorate from the same department in 2022.

He focused his doctoral dissertation on district-based flood risk mapping for Istanbul. His efforts resulted in the publication of three internationally indexed articles, earning him the prestigious Doctorate Special Award from Istanbul Technical University. During this period, he also actively engaged in academic studies across various domains, producing numerous significant scientific contributions on pressing issues such as floods, droughts, and climate change. Maintaining his scholarly momentum post-Ph.D., he was awarded the title of Associate Professor by the Interuniversity Council in January 2024, recognizing his academic achievements.

His recent research primarily focuses on the analysis of floods, a pressing challenge exacerbated by climate change and over-urbanization. His work also emphasizes the adaptation of traditional and modern intervention methods and understanding the impacts of climate on extreme hydro-meteorological phenomena. In the past two years, he has published three single-authored articles covering the evaluation of sustainable stormwater management strategies, comparative analysis of different green roof types, and the use of artificial intelligence techniques to forecast drought patterns. He currently coordinates the project titled “Strengthening Local Intervention Capacities for Climate Change in the Black Sea Region”, which has received €1.4 M in funding from the European Union.

He commenced his academic appointment at the Disaster Management Institute at Istanbul Technical University in 2023, where he currently serves as a faculty member. He has an extensive publication record, comprising 50 articles, 45 of which are indexed in internationally peer reviewed journals. Additionally, he has authored 14 papers presented at international conferences and contributed to three book chapters.
