Çoklu Krizler Döneminde İklim Değişikliği Politikalarında Yeni Yaklaşımlar

Abstract

Küresel ekonomi, 2008-09 krizinden bu yana, son jeo-politik ve iklim/ekolojik krizlerle çok boyutlu bir nitelik kazanan kalıcı zorluklarla karşı karşıya kalmıştır. Ekonomik kırılganlıklar, artan eşitsizlikler ve iklim değişikliği riskleri, özellikle iklim politikalarının artık sosyo-ekonomik politikaların merkezinde yer aldığı ABD ve AB gibi gelişmiş ekonomilerde yeni politika yaklaşımlarını gerekli kılmıştır. ABD’de Biden hükümeti tarafından hayata geçirilen politikalar, AB’de ise AB Yeşil Mutabakatı ile tanımlanan bu yeni iklim rejimi, bu ülke gruplarında yeni sanayi politikası, yapısal dönüşüm için özel programlar ile tasarlanmış görünmektedir. Kuşkusuz bu durum, Türkiye gibi çevre ülkeler açısından önemli belirsizlikler ve zorlukları da beraberinde getirmektedir.
