THE AGE OF UNMANNED MARINE VEHICLES: AN ASSESSMENT IN THE SCOPE OF LESSONS LEARNED FROM THE RUSSIA-UKRAINE WAR

Abstract

With the development of high-tech systems, the transformation in every aspect of modern life has also manifested itself in the field of defence and security and the active use of unmanned platforms has opened the doors of a new era in the military field. Unmanned marine vehicles constitute an important part of this transformation and a breaking point for the future of naval warfare. Unmanned marine vehicles, one of the striking outputs of advanced technology, provide states with the opportunity to act more autonomously and risk-free in the seas. Furthermore, as a force multiplier, they also offer significant advantages in the execution of naval operations at the tactical and operative level. The Russia-Ukraine War went down in history as the first interstate conflict in which unmanned maritime vehicles were used intensively and also the opportunities offered by these vehicles were openly staged. The aim of this study is to examine unmanned marine vehicles, which are seen as the new players of modern naval warfare, by taking into account the data reflected from the Russia-Ukraine War. Within the scope of this purpose, the study first focused on the effects of technological developments towards the maritime domain and then unmanned marine vehicles were discussed in different dimensions. Later, the concept of operations for unmanned marine vehicles were evaluated in the context of the Russia-Ukraine War and specifically Ukraine’s practices. As a result of the study, it is emphasized that unmanned marine vehicles are among the primary combat elements affecting the future of naval warfare and that their number in the world’s navies will increase rapidly.

İNSANSIZ DENİZ ARAÇLARI ÇAĞI: RUSYA-UKRAYNA SAVAŞI’NDAN ALINAN DERSLER KAPSAMINDA BİR DEĞERLENDİRME

Abstract

Yüksek teknolojili sistemlerin gelişmesiyle birlikte modern hayatın her alanında yaşanan dönüşüm savunma ve güvenlik alanında da kendini göstermiş, insansız platformların aktif biçimde kullanımı askerî düzlemde yeni bir dönemin kapılarını aralamıştır. İnsansız deniz araçları, bu dönüşümün önemli bir parçasını ve deniz harbinin geleceği açısından bir kırılma noktasını oluşturmaktadır. İleri teknolojinin çarpıcı çıktılarından biri olan insansız deniz araçları, devletlere denizlerde daha özerk ve risksiz hareket etme olanağı sağlarken, bir kuvvet çarpanı olarak deniz harekâtının taktik ve operatif seviyedeki icrasında önemli avantajlar da sunmaktadır. Rusya-Ukrayna Savaşı ise insansız deniz araçlarının devletlere sunduğu imkânların açıkça sahnelendiği ve bu araçların yoğun biçimde kullanıldığı ilk devletlerarası çatışma olarak tarihe geçmiştir. Bu çalışmanın amacı Rusya-Ukrayna Savaşı’ndan yansıyan verileri dikkate alarak modern deniz harbinin yeni oyuncuları olarak görülen insansız deniz araçlarını incelemektir. Bu amaç kapsamında çalışmada öncelikle teknolojik gelişmelerin deniz harekât ortamına etkileri üzerinde durulmuş ve ardından insansız deniz araçları farklı boyutlarıyla ele alınmıştır. Daha sonra insansız deniz araçlarının kullanım konseptleri Rusya-Ukrayna Savaşı özelinde değerlendirilmiş ve Ukrayna’nın bu kapsamdaki uygulamalarına yer verilmiştir. Çalışmanın sonucunda, insansız deniz araçlarının deniz harbinin geleceğini etkileyen asli muharebe unsurları arasında yer aldığı ve dünya donanmalarındaki sayısının hızla artacağı vurgulanmaktadır
