Services Provided to Elderly People in the United States and England

Abstract

The increasing elderly population all over the world indicates that one of the most important problems in the world in the future will be old age. Developing social policies for the old age period, which may cause different physical and psychological problems, constitutes the most basic responsibility of being a social state. For this reason, it is possible to say that services for the elderly are on the agenda of many countries and will be inevitable in the future. In this review, it is aimed to explain in detail the services offered to the elderly in the United States of America and the United Kingdom, which have a large elderly population, and to develop various suggestions for Türkiye. It is extremely important to know what kind of strategies are followed by countries with a large population of elderly people who experience the problems related to old age. Efforts should be made to make the examples of good practices offered to the elderly between countries more recognisable, dialogue between countries should be increased, and the services offered to the elderly should be constantly reviewed and updated. In Türkiye, it is recommended to develop new service models for the elderly, to establish caregiver organisations, and to provide psychosocial support services to formal and informal caregivers by the state.

Abstract

Tüm dünya üzerinde yaşlı nüfusun giderek artması gelecekte dünyadaki en önemli sorunlardan birisinin yaşlılık olacağına işaret etmektedir. Fiziksel ve psikolojik açıdan farklı sorunların ortaya çıkmasına neden olabilen yaşlılık dönemine yönelik sosyal politikalar geliştirmek, sosyal devlet olmanın en temel sorumluluğunu oluşturmaktadır. Bu nedenle yaşlılara yönelik hizmetlerin pek çok ülkenin gündeminde olduğunu ve ilerleyen süreçte de kaçınılmaz şekilde olacağını söylemek mümkündür. Bu derlemede yaşlı nüfusu yoğun olan Amerika Birleşik Devletleri’nde ve İngiltere’de yaşlılara sunulan hizmetlerin detaylı olarak açıklanması ve Türkiye açısından çeşitli önerilerin geliştirilmesi amaçlanmıştır. Yaşlılık dönemine ilişkin sorunları deneyimleyen ve yaşlı nüfusu yoğun olan ülkelerin nasıl bir strateji izlediklerinin bilinmesi son derece önemlidir. Ülkeler arasında yaşlılara sunulan iyi uygulama örneklerinin daha tanınır hale gelmesi için çaba sarf edilmesi, ülkeler arası diyaloğun artırılması, yaşlılara sunulan hizmetlerin sürekli olarak gözden geçirilmesini ve güncellenmesini gerektirmektedir. Türkiye özelinde ise yaşlılara yönelik yeni hizmet modellerinin geliştirilmesi, bakıcı örgütlerinin kurulması, formel ve informel bakım verenlere devlet tarafından psikososyal destek hizmetlerinin sunulması önerilmektedir.
