Yeşil Sosyal Hizmet Bağlamında İklim Değişikliğiyle Mücadelede Bireysel Bir Çaba: Ekolojik Vatandaşlık

Abstract

İklim değişikliğinin sıcaklıkların artması, buzulların erimesi, deniz seviyesinin yükselmesi, aşırı hava olaylarının ve doğal afetlerin meydana gelmesi, okyanusların asitlenmesi, ekosistemlerde bozulmaların meydana gelmesi gibi hidrolojik ve karasal sistemler üzerinde pek çok olumsuz etkisi olmaktadır. Bununla birlikte tarım sektörünü olumsuz yönde etkileyerek hem ülke ekonomisine büyük bir darbe vurmakta hem de mahsul veriminin giderek azalmasıyla yeterli miktarda gıda üretilememesine neden olmaktadır. Aynı şekilde iklim değişikliği bireylerin fiziksel ve psikolojik sağlığını önemli ölçüde etkilemekte olup uzmanlar tarafından 21. yüzyılın en ciddi küresel sağlık tehditlerinden biri olarak kabul edilmektedir. İlerleyen süreçte, iklim değişikliğinin doğal çevre ve insanlar üzerinde oluşturduğu baskının artacağı düşünüldüğünde bu konu üzerinde durulması ve iklim değişikliğiyle mücadelede çeşitli stratejiler geliştirilmesi oldukça önemlidir. Bu bağlamda bu derleme çalışmasında, iklim değişikliği ile mücadelede bireysel olarak etkili olabileceği düşünülen ekolojik vatandaşlık kavramının ne olduğunun ve iklim değişikliğine etkisinin nasıl olabileceğinin yeşil sosyal hizmet perspektifiyle ortaya koyulması amaçlanmıştır. Çalışmada iklim değişikliği, ekolojik vatandaşlık, yeşil sosyal hizmet, yeşil sosyal hizmet ve ekolojik vatandaşlık ilişkisi anahtar kelimeleri ve bunların İngilizce karşılıkları kullanılarak 2001-2024 yılları arasındaki yayınlar taranmıştır. Veri tabanı olarak Google Scholar, Web of Science, Scopus ve TRDizin kullanılmıştır. Çalışmaların seçimi, İngilizce ve Türkçe dillerinde hakemli dergilerde yayımlanmış makaleleri, bilimsel kitapları ve uluslararası kuruluşların konuyla ilgili rapor ve verilerini içermektedir. Dâhil edilen çalışmalar anlatı (Narrative) incelemesi yöntemi ile değerlendirilmiştir. Çalışma, iklim değişikliği konusuna dikkat çekebilmek ve bu konuda çeşitli önlemler alınabilmesine katkı sağlayabilmek açısından önemli görülmektedir. Sonuç olarak iklim değişikliği ile mücadelede hükümetlerin, ulusal ve uluslararası kuruluşların çevresel adaleti sağlama prensibi doğrultusunda politika düzeyinde yanıt vermeleri gerekli olmakla birlikte ekolojik vatandaşlık fikrinin tüm toplum tarafından benimsenerek bireylerin davranışlarına bu doğrultuda yön vermeleri önemsiz bir çaba olarak görülmemeli, ekolojik vatandaşlığı geliştirme yönünde çalışmalar yürütülmelidir.

An Individual Effort to Tackle Climate Change in the Context of Green Social Work: Ecological Citizenship

Abstract

Climate change exerts numerous detrimental effects on both hydrological and terrestrial systems, including increasing temperatures, glacial melt, rising sea levels, extreme weather events, natural disasters, ocean acidification, and ecosystem degradation. Additionally, it negatively impacts the agricultural sector, inflicting significant damage on national economies and leading to a decline in crop yields, which threatens global food security. Moreover, climate change has profound implications for human physical and psychological health, being recognized by experts as one of the most critical global health threats of the 21st century. Considering the anticipated increase in pressure that climate change will exert on natural environments and human populations in the future, it is essential to focus on this issue and develop various strategies to struggle climate change. This review study aims to explore the concept of ecological citizenship, which is considered a potentially effective individual approach to combating climate change, and to examine how it may influence efforts to mitigate its impacts with a green social work perspective. The study examines publications from 2001 to 2024 using the keywords climate change, ecological citizenship, green social work, and the relationship between green social work and ecological citizenship. The databases Google Scholar, Web of Science, Scopus, and TRDizin were utilized for the literature review. The selection criteria included peer-reviewed articles published in English and Turkish, scholarly books, and reports or data from international organizations relevant to the topic. The included studies were analyzed using a narrative review approach, which involved a detailed examination of the sources. This study is significant in drawing attention to the issue of climate change and contributing to the adoption of various preventive measures. In conclusion, while it is essential for governments and national and international organizations to respond at the policy level in line with the principle of ensuring environmental justice in the fight against climate change, the idea of ecological citizenship should also be embraced by society as a whole. Individual efforts guided by this perspective should not be seen as insignificant, and initiatives to promote and develop ecological citizenship should be actively pursued.
