New Municipalism in the 21st Century: Opportunities and Obstacles for Türkiye From Preston Experience

Abstract

This study re-discusses the municipalism experiences that have come to the agenda in the 21st century and aim to increase the power of the public in the context of new municipalism practices that have developed as an alternative to austerity urbanism in different geographies of the world after the 2008 crisis and the Preston Model, one of the most institutionalized examples of this experience. With the appetite to create social democratic agendas against urban crises, the referred experiences in the literature as socialist municipalism in the 1970s are once again on the agenda in periods when municipalities with a leftist political perspective are on the rise. After the 2019 Local Elections, the emergence of a picture reminiscent of the 1970s has reignited this debate. In the context of the debates on new municipalism and the Preston Model, this study discusses the opportunities and obstacles to municipal experiences based on publicism today. The main arguments of this study are that areas of discussion such as local development, solidarity, relations with central government, the construction of a sustainable model and the problem of geographical scale offer the opportunity to see the obstacles and opportunities in front of social democratic municipalism in Turkey with the inspiration of the Preston Model. In this study, which adopts a qualitative research method, books, chapters, articles, policy notes, news reflected in the national press, and social media posts related to social democratic municipalism and municipalities in Turkey that are considered to have social democratic projects and the Preston Model were evaluated through content analysis.

Abstract

Bu çalışma, 21. yüzyılda gündeme gelen ve kamunun gücünü artırmayı amaçlayan belediyecilik deneyimlerini, 2008 krizi sonrası Dünya’nın farklı coğrafyalarında kemer sıkma şehirciliğine alternatif olarak gelişen yeni belediyecilik (new municipalism) uygulamaları ve bu deneyimin en kurumsal örneklerinden biri olan Preston Modeli bağlamında tekrardan tartışmaya açmaktadır. Kentsel krizlere karşı sosyal demokrat ajandalar oluşturma istenciyle, 1970’li yıllarda literatürde toplumcu belediyecilik olarak anılan deneyimler, sol siyasi perspektife sahip belediyelerin arttığı dönemlerde tekrardan gündem olmaktadır. 2019 Mahalli İdareler Genel Seçimleri sonrasında, 1970’li yılları andıran bir tablonun ortaya çıkışı, bu tartışmayı yeniden alevlendirmiştir. Çalışma, yeni belediyecilik ve Preston Modeli tartışmaları bağlamında, günümüzde kamuculuğu temel alan belediyecilik deneyimlerinin önündeki fırsatları ve engelleri tartışmaya açmaktadır. Yerel kalkınma, dayanışma, merkezi yönetimle olan ilişkiler, sürdürülebilir bir model inşası ve coğrafi ölçek sorunu gibi tartışma alanları, Preston Modeli’nin verdiği ilhamla Türkiye’deki sosyal demokrat belediyeciliğin önündeki engelleri ve fırsatları görme imkanı sunduğu, bu çalışmanın temel argümanlarının oluşturmaktadır. Nitel bir araştırma yöntemi benimseyen bu çalışmada, Türkiye’deki toplumcu belediyecilik ve sosyal demokrat projelere sahip olduğu düşünülen belediyeler ve Preston Modeli ile ilgili kitaplar, kitap bölümleri, makaleler, politika notları, ulusal basına yansıyan haberler, sosyal medya paylaşımları içerik analiziyle değerlendirilmiştir.
