ISO 45001 İş Sağlığı ve Güvenliği Yönetim Sisteminin Eğitim Kurumlarında Uygulanmasının Etkinliğinin Değerlendirilmesi
Abstract
Günümüzde yüz yüze eğitim, öğrencinin sosyalleşmesi ve aktif katılımını teşvik etmek amacıyla belirli standartlara uygun fiziksel mekânlarda gerçekleşmektedir. Bu nedenle, sağlıklı ve güvenli eğitim ortamlarının oluşturulması, etkili bir eğitim öğretim süreci için önemlidir. Bu çalışma, ISO 45001 İş Sağlığı ve Güvenliği Yönetim Sistemi'nin (İSGYS eğitim kurumlarında) uygulanmasını değerlendirmeyi amaçlamaktadır. Araştırmada, yarı yapılandırılmış ve 14 sorudan oluşan bir online form kullanılmıştır. Çalışmanın örneklemini, ISO 45001 İSGYS baş tetkikçisi olan 45 kişiden oluşturmaktadır. Araştırma sonuçları, çalışan memnuniyetinin artırılması ve katılımlarının teşvik edilmesi için somut adımların atılması gerektiğini ortaya koymuştur. Ayrıca, İSGYS’nin uygulandığı okullarda çalışanların tehlike ve risklere karşı farkındalıklarının arttığı ve yasal uyumun sağlandığı gözlemlenmiştir. İş kazalarının önlenmesi veya azaltılması konusunda olumlu bir etki görülürken, İSGYS’nin sağlıklı ve güvenli bir çalışma ortamı oluşturmada genel olarak olumlu etkileri olduğu belirtilmiştir. Afet ve Acil Durum Yönetimi için düzenlenen eğitimlerin ve tatbikatların güçlendirilmesi, İSG kültürünün daha da geliştirilmesi, düzeltici faaliyetlerin daha etkin ve zamanında gerçekleştirilmesi için stratejik düzenlemelere ihtiyaç duyulduğu vurgulanmıştır. İstatistiksel verilerin toplanması ve değerlendirilmesinde başarı sağlanmış olmasına rağmen, iyileştirme faaliyetlerinin ve sürekliliğinin daha da desteklenmesi gerektiği ifade edilmiştir. Ayrıca, uygulamanın okul veya kurum türüne göre farklılık gösterdiği ve anaokullarında daha etkili olduğu tespit edilmiştir. Araştırma, ISO 45001 İSGYS’nin eğitim kurumlarında etkili bir şekilde uygulanmasının, daha sağlıklı ve güvenli eğitim ortamları geliştirebileceğini göstermiştir. Bu durum, eğitim kalitesinin ve öğrenci başarısının artmasına katkı sağlayabilir. Bu nedenle, eğitim kurumları, ISO 45001 İSGYS’yi uygulamalı, sürekli iyileştirmeli, çalışanlara İSG eğitimleri düzenlemeli ve denetimlerle süreci izlemelidir.

Evaluation of the Effectiveness of Implementation of ISO 45001 Occupational Health and Safety Management System in Educational Institutions
Abstract
Currently, face-to-face education occurs in physical spaces that are designed to specific standards to encourage socialization and active participation of students. Therefore, creating healthy and safe educational environments is important for an effective teaching and learning process. This study aims to evaluate the implementation of ISO 45001 Occupational Health and Safety Management System (ISO 45001 OHSMS) in educational institutions. An online form consisting of 14 semi-structured questions was used in the research. The sample of the study consists of 45 people who are the chief auditors of the ISO 45001 OHSMS. The research results indicate that concrete steps must be taken to increase employee satisfaction and encourage participation. Additionally, it has been observed that in schools where the OHSMS is implemented, employees' awareness of hazards and risks has increased, and legal compliance has been achieved. While there has been a positive impact in preventing or reducing workplace accidents, the OHSMS generally has positive effects in creating a healthy and safe work environment. The need for strategic adjustments has been emphasized to enhance training and exercises for Disaster and Emergency Management, to further develop the OHS culture, and to perform corrective actions more effectively and timely. Although success has been achieved in collecting and evaluating statistical data, further support is needed for improvement activities and sustainability. It also has been found that the effectiveness of the implementation varies depending on the type of school or institution, being more effective in kindergartens. The research has demonstrated that effective implementation of the ISO 45001 OHSMS in educational institutions can develop healthier and safer educational environments. This could contribute to improving the quality of education and student success. Therefore, educational institutions should implement the ISO 45001 OHSMS, continuously improve it, organize OHS training for employees, and monitor the process through inspections.
