ÇİN’İN DENİZDEKİ YÜKSELİŞİ: İNCİ DİZİSİ STRATEJİSİ

Abstract

Soğuk Savaş’ın ardından Çin 1990’lı yıllara kadar uyguladığı pozitif dış politikasında daha sert ve güvenliğini arttırıcı politikalar uygulamıştır. Hint-Pasifik bölgesinde kendi güvenliğini sağlamasının yanı sıra, enerji ticaretinin güvenliğini sağlamayı amaçlamış ve bu bağlamda dış ticaretini gerçekleştirebilmek adına yeni stratejiler geliştirmiştir. Bu stratejilerden birisi de İnci Dizisi Stratejisi olmuştur. İnci Dizisi Stratejisi, Çin’in Hint Okyanusu boyunca limanlar ve askeri üsler inşa ederek, Hint-Pasifik bölgesinde ticari ve askeri varlığını güçlendirmesine yönelik bir stratejidir. Bununla beraber Çin Hint-Pasifik bölgesinde bir yandan askeri ve ticari varlığını güçlendirirken; bir yandan da bölgede kendine güvenli bir alan oluşturmayı amaçlamıştır. Bu makalede, Çin Halk Cumhuriyeti’nin denizlerdeki bu stratejik hamlelerinin tarihsel gelişimi, ekonomik ve siyasi motivasyonları, bölgesel ve uluslararası etkileri ve uluslararası ticaret yolları üzerinde meydana getirdiği sonuçları incelenecektir. Ayrıca, İnci Dizisi stratejisinin Çin’in deniz aşırı askeri kapasitesini arttırma ve enerji güvenliğini sağlama hedefleri bağlamında nasıl şekillendiği ele alınacaktır.
