In Ottoman Empire, it was not a written reporting tradition to sultan or statesmen by the 17th century. At this point, Koçi Bey Booklet comes into prominence as the first written document presented to sultan in Ottoman Empire. In this study, tracks of human resource management practises were searched within Koçi Bey Booklet which is one of the precious books in Turkish history and cultural heritage. The main purpose of this study is open a new window into knowledge on human resource management domain from our history and culture with reference to the example of Koçi Bey Booklet. Related sentences were scrutinized with content analysis from qualitative analysis methods. Following the searches it was found traces of human resource management practises as job analysis, job specifications, job simplification, human resource planning, work-load analysis, labour turnover analysis, determination of labour supply, labour supply and demand equilibrium, employee selection, training and development, performance evaluation, promotion system, retirement system, rate setting, incentive wage system.
