Ukraine’s and Georgia’s Recognition of the Circassian Genocide: Strategic Engagement with North Caucasian Causes [Ukrayna ve Gürcistan'ın Çerkes Soykırımı'nı Tanıması: Kuzey Kafkasya Davalarıyla Stratejik İlişki]

Öz

On January 9, 2025, the Verkhovna Rada of Ukraine declared the Russian conquest of Circassia in the nineteenth century as a genocide. Ukraine thus became the second country after Georgia in 2011 to recognizer the Circassian genocide. The Russian Empire’s complete conquest of Circassia in 1864, as part of a greater strategy to subdue the Caucasus, led to the massive killing, starvation, and deportation of Circassians, who to this day are scattered throughout the Western countries, the Middle East, and Russia. The Circassian movement is divided in its ultimate goals but seeks to gain greater cultural, linguistic and political rights with Russia, to secure repatriation of the diaspora, and to merge all North Caucasus republics with a substantial Circassian population into one, or to even gain independence from or a greater sense of autonomy within the Russian Federation. As part of a grander strategy to limit Russian influence in the region and to avenge the losses of separatist territories in 2008, the Georgian government recognized the conquest of Circassia as a genocide on May 20, 2011, as part of a greater strategy for Tbilisi to gain greater influence and leverage with the peoples of the North Caucasus, especially the Circassians. This strategy also included the weaponization of conferences, the creation of cross-cultural and education programs, the dissemination of Georgian-sponsored media in the North Caucasus, open travel of North Caucasians into Georgia, and greater political and economic cooperation between Georgia and the North Caucasus. Although the current ruling establishment has stepped back from many of these initiatives, Tbilisi’s past rapprochement with Circassians and other North Caucasus groups has led to the strengthening of Circassian activism and encouraged Ukraine since the start of the current war with Russia to embrace the mantle of Pan-Caucasus causes. Through recognizing the Circassian genocide and supporting other separatist movements and organizations in the North Caucasus, Kyiv has emerged as a replacement of Tbilisi to support stateless peoples within the Russian sphere.

9 января 2025 года Верховная Рада Украины признала завоевание Черкесии Российской империей в XIX веке геноцидом. Таким образом, Украина стала второй страной после Грузии, признавшей геноцид черкесов — Грузия сделала это в 2011 году. Полное завоевание Черкесии Российской империей в 1864 году, как часть более широкой стратегии покорения Кавказа, привело к массовым убийствам, голоду и депортации черкесов, которые по сей день расселены по всему миру. Черкесское движение разобщено в отношении своих конечных целей, но стремится к расширению культурных, языковых и политических прав в России, возвращению диаспоры на историческую родину, объединению черкесских регионов Российской Федерации в единую республику или даже к получению независимости или большей автономии в составе Российской Федерации. В рамках более широкой стратегии по ограничению российского влияния в Кавказском регионе и в ответ на потерю сепаратистских территорий в 2008 году, грузинское правительство признало завоевание Черкесии геноцидом 20 мая 2011 года. Это стало частью стратегии Тбилиси по укреплению влияния и рычагов давления на народы Северного Кавказа, особенно черкесов. Эта стратегия включала проведение тематических конференций, создание межкультурных и образовательных программ, распространение финансируемых Грузией СМИ на Северном Кавказе, свободный въезд северокавказцев в Грузию, а также расширение политического и экономического сотрудничества между Грузией и регионами Северного Кавказа. Хотя нынешняя правящая элита Грузии отступила от многих из этих инициатив, прежнее сближение Тбилиси с черкесами и другими группами Северного Кавказа способствовало укреплению черкесского активизма и побудило Украину — с начала текущей войны с Россией — взять на себя роль защитника интересов кавказских народов. Признав геноцид черкесов и поддерживая другие сепаратистские движения и организации на Северном Кавказе, Киев стал преемником Тбилиси в поддержке северокавказских народов.

Ukrayna ve Gürcistan'ın Çerkes Soykırımı'nı Tanıması: Kuzey Kafkasya Davalarıyla Stratejik İlişki

Öz

9 Ocak 2025 tarihinde Ukrayna Parlamentosu (Verkhovna Rada), 19. yüzyılda Rusya İmparatorluğu’nun Çerkesya’yı fethetmesini bir soykırım olarak ilan etti. Böylece Ukrayna, 2011 yılında Çerkes soykırımını tanıyan ilk ülke olan Gürcistan’dan sonra bu soykırımı tanıyan ikinci ülke oldu. Rusya İmparatorluğu’nun 1864 yılında Çerkesya’yı tamamen fethetmesi, Kafkasya’yı boyunduruk altına alma stratejisinin bir parçası olarak, büyük çaplı katliam, açlık ve Çerkeslerin sürgün edilmesine yol açtı. Bugün hâlâ Çerkesler Batı ülkelerine, Orta Doğu’ya ve Rusya’ya dağılmış durumda yaşamaktadır. Çerkes hareketi, nihai hedefleri açısından bölünmüş olsa da, Rusya içinde daha geniş kültürel, dilsel ve siyasi haklar elde etmeyi, diasporanın anavatanına dönmesini sağlamayı ve önemli Çerkes nüfusuna sahip tüm Kuzey Kafkasya cumhuriyetlerini birleştirmeyi ya da Rusya Federasyonu’ndan bağımsızlık veya daha fazla özerklik kazanmayı amaçlamaktadır. Rusya'nın bölgedeki etkisini sınırlamak ve 2008 yılında kaybedilen ayrılıkçı bölgelerin intikamını almak amacıyla Gürcistan hükümeti, 20 Mayıs 2011 tarihinde Çerkesya’nın fethini bir soykırım olarak tanıdı. Bu karar, Tiflis’in Kuzey Kafkasya halkları, özellikle de Çerkesler üzerindeki etkisini ve nüfuzunu artırma stratejisinin bir parçasıydı. Bu strateji aynı zamanda konferansların araçsallaştırılmasını, kültürlerarası ve eğitim programlarının oluşturulmasını, Gürcistan destekli medyanın Kuzey Kafkasya'da yayılmasını, Kuzey Kafkasyalıların Gürcistan’a serbestçe seyahat etmesini ve Gürcistan ile Kuzey Kafkasya arasında daha güçlü siyasi ve ekonomik iş birliğini içeriyordu. Mevcut Gürcü yönetimi bu girişimlerin çoğundan geri adım atmış olsa da, Tiflis’in geçmişte Çerkesler ve diğer Kuzey Kafkasya topluluklarıyla kurduğu yakın ilişkiler, Çerkes aktivizminin güçlenmesine neden oldu ve Rusya ile süregelen savaşın başından bu yana Ukrayna’nın Pan-Kafkas davaları sahiplenmesini teşvik etti.
