Öz
Yerel yönetimler; bölgesel ekonomilerin gelişmesinde, çevreyi koruma ve doğal kaynakların sürdürülebilirliğini sağlama sorumluluklarının yanında sürdürülemez sorunlarla mücadele etme, karbon emisyonlarını azaltmada önemli rol oynamaktadır. Bu çalışma, sürdürülebilir kalkınma ve yerel yönetimleri teorik çerçevede inceleyerek bilimsel araştırmaların farklı görüşlerini sunmayı amaçlamaktadır. Literatürde bölgesel sürdürülebilir kalkınma ve yerel yönetimlerin ilişkilendirilmesinde araştırma boşlukları bulunmaktadır. Bu çalışma bölgesel sürdürülebilir kalkınma ve yerel yönetimlerin ilişkisini anlamaya katkıda bulunmayı amaçlamaktadır. Bu amaca ulaşmak için, araştırmada nitel araştırma yöntemlerinden sistematik literatür taraması kullanılmıştır. Bu çalışmalara ulaşmada Web of Science, Scopus, DergiPark, Google Akademik, Research Gate, Science Direct, Taylor & Francis Online ve TR Dizin veri tabanları kullanılmış, bu veri tabanlarında “bölgesel sürdürülebilir kalkınma” ve “yerel yönetimler” anahtar kelimeleri ile tarama yapılmıştır. Taramada yerli ve yabancı literatürde yer alan çalışmalar incelenmiştir. Araştırma bulgularına göre sürdürülebilir kalkınmada yerel yönetimlerin önemli rol aldığı görülmüştür. İncelenen araştırmalar, genel olarak eğilimlerin belirlenmesi, sorunların tespit edilmesi ve çözüm önerisi sunmak için yürütülmüştür. Bu sebeple yapılan araştırmanın literatüre katkı sağlayacağı düşünülmektedir. Araştırma sonucunda yerel yönetimlerin bölgelerin gelişimi ve kalkınması noktasında kaynakların verimli ve sürdürülebilir kullanılması, temel hizmetlerin sağlanması rollerinin yanı sıra alandaki güncel çalışmalar yerel yönetimlerin yeşil sürdürülebilirlik ve yeşil kalkınmayı çeşitli görev ve yetki alanlarına dahil ettiğini ortaya koymaktadır.

Öz
Local governments play an important role in the development of regional economies, protecting the environment and ensuring the sustainability of natural resources, as well as addressing unsustainable problems and reducing carbon emissions. This study aims to present different views of scientific research by examining sustainable development and local governments within a theoretical framework. There are research gaps in the literature in the relationship between regional sustainable development and local governments. This study aims to contribute to understanding the relationship between regional sustainable development and local governments. In order to achieve this goal, systematic literature review, which is one of the qualitative research methods, was used in the research. Web of Science, Scopus, DergiPark, Google Scholar, Research Gate, Science Direct, Taylor & Francis Online and TR Index databases were used to access these studies, and the keywords “regional sustainable development” and “local governments” were used in these databases. Studies in domestic and foreign literature were examined in the review. According to the research findings, it was seen that local governments play an important role in sustainable development. The reviewed studies were generally conducted to determine trends, identify problems and offer solutions. For this reason, it is thought that the research conducted will contribute to the literature. As a result of the research, in addition to the roles of local governments in the efficient and sustainable use of resources and the provision of basic services in the development and progress of regions, current studies in the field reveal that local governments include green sustainability and green development in various areas of duty and authority.
