NATO’S STRATEGIC ADAPTATION TO GLOBAL THREATS AND POLICY DEVELOPMENT

Öz

The process of globalization has affected the understanding of security. Both nation states and international organizations have felt the necessity to develop policies against new threats. The new understanding of security includes non-military issues. This article examines how the newly published 2022 NATO Strategic Concept and the 2030 Approach have been influenced by the evolving understanding of globalized security. NATO's strategic concepts are prepared for the purposes of determining NATO's defense and security policies, identifying global threats and enhancing the defense and security capacities of member states. NATO's eighth Strategic Concept was published in 2022. Within the scope of the globalized security approach, NATO has positioned itself against strategic competition in the world security environment, threats of religious terrorism and the policies of Russia and China with the 2022 strategic concept. In this concept, collective defense, crisis management and collective security have been retained as fundamental principles. NATO 2030 signals a return to power competition. The methods of combating new threats, whose effects are global, must also be different and cooperative. This increases the importance of international security organizations such as NATO. It is very important to develop the ability to cooperate and work together within these organizations.

NATO'NUN KÜRESEL TEHDİTLERE STRATEJİK UYUMU VE POLİTİKA GELİŞİMİ

Öz

Küreselleşme süreci güvenlik anlayışını temelden etkilemiştir. Küreselleşme ile yeni tehditler ortaya çıkmış gerek ulus devletler gerekse de uluslararası örgütler bu tehditlere karşı politikalar geliştirme zorunluluğu hissetmiştir. Yeni güvenlik anlayışı geleneksel anlayıştan farklı olarak askeri olmayan konuları da içermektedir. Bu makalede son yayımlanmış olan 2022 yılı NATO Stratejik Konseptinin ve 2030 Yaklaşımının küreselleşen yeni güvenlik anlayışından nasıl etkilendiği araştırılmıştır. Çalışma bir tarama ve değerlendirme makalesi olarak hazırlanmış olup herhangi bir saha çalışmasını içermemektedir. NATO'nun stratejik konseptleri, genel olarak NATO'nun savunma ve güvenlik politikalarının belirlenmesi, küresel tehditlerin tespit edilmesi ve üye ülkelerin savunma ve güvenlik kapasitelerinin artırılması gibi amaçlar doğrultusunda hazırlanmış stratejik belgelerdir. Madrid’de 2022 yazında yapılan NATO Zirvesi sonrasında NATO’nun sekizinci Stratejik Konsepti yayımlanmıştır. Küreselleşen güvenlik yaklaşımı kapsamında NATO, 2022 yıllında yenilediği stratejik konseptiyle dünyada güvenlik ortamında stratejik rekabet, dinci terör tehditleri ve Rusya ve Çin’in politikalarına karşı pozisyon belirlemiştir. Son konseptte de toplu savunma, kriz yönetimi ve kollektif güvenlik temel ilkeler olarak muhafaza edilmiştir. NATO 2030 öngörüsünde güç rekabeti mücadelesine geri dönüleceği sinyalleri verilmiştir. Etkileri küresel olan yeni tehditlerin mücadele yöntemleri de farklı ve işbirliği içinde olmalıdır. Bu durum da NATO gibi uluslararası güvenlik örgütlerinin önemini arttırmaktadır. Bu örgütler dahilinde işbirliği ve beraber çalışma yeteneğinin geliştirilmesi ve yaygınlaştırılması çok önemlidir.
