The Position of Disadvantaged Groups and Social Capital in the Age of Disasters

Abstract

Disasters and disadvantaged groups are among the topics that have attracted the attention of social sciences in recent years. The rapid increase in the world population causes many people to be affected by disasters. Although some of the disasters are "natural", man-made disasters have also been encountered, especially in recent times. While natural disasters have affected people in various ways throughout history, today's people are more confronted with man-made disasters. We are no longer talking only about natural disasters, but also disasters caused by nuclear activities as a result of human activities or as a result of human destruction of nature. Regardless of the source of the disaster, it deeply affects individuals in society from the moment it occurs. Disadvantaged groups are the leading social groups affected by disasters. Individuals in disadvantaged groups cannot Access the opportunities in society equally compared to other individuals in many respects. This situation becomes more visible in the face of devastating events such as disasters. Social capital networks play an important role in the post-disaster process in order to erase the traces of the disaster. In this respect, the study evaluates the relationship between disasters and disadvantaged groups in the context of children, the disabled and the elderly and discusses the impact of social capital as a healing power in the post-disaster process.

Afetler Çağında Dezavantajlı Grupların Konumu ve Sosyal Sermaye

Abstract

Afetler ve dezavantajlı gruplar son yıllarda sosyal bilimlerin ilgisini çeken konuların başında gelmektedir. Dünya nüfusunun hızlı bir şekilde artması meydana gelen afetlerden çok sayıda insanın etkilenmesine neden olmaktadır. Afetlerin bir kısmı “doğal” oluşuma sahip olmakla birlikte özellikle son dönemde insan üretimi afetlerle de karşılaşılmaktadır. Doğal afetler tarih boyunca insanları çeşitli biçimlerde etkilerken insan üretimi olarak meydana gelen afetlerle günümüz insanı daha çok yüzleşmektedir. Artık yalnızca doğal afetlerden söz edilmemekte, insan faaliyetlerinin bir sonucu olarak nükleer çalışmalardan kaynaklanan veya insanın doğayı tahrip etmesinin bir sonucu olarak ortaya çıkan afetlerden de bahsedilmektedir. Afetin kaynağı ne olursa olsun ortaya çıktığı andan itibaren toplumdaki bireyleri derinden etkilemektedir. Afetten etkilenen toplumsal kesimlerin başında da dezavantajlı gruplar gelmektedir. Dezavantajlı gruplardaki bireyler pek çok açıdan toplumdaki imkânlara diğer bireylere göre eşit bir biçimde erişememektedir. Bu durum afet gibi yıkıcı etkileri olan olaylar karşısında daha görünür bir hal almaktadır. Afetin izlerinin silinebilmesi için de afet sonrası süreçte sosyal sermaye ağları önemli bir rol oynamaktadır. Bu bakımdan çalışmada afet ve dezavantajlı gruplar arasındaki ilişki çocuklar, engelliler ve yaşlılar bağlamında değerlendirilerek afet sonrası süreçte iyileştirici bir güç olarak sosyal sermayenin etkisi tartışılmaktadır.
