Recognition of education as a basic human right has a long history. In Turkey, although provision of education has historically been accepted as the responsibility of the state, the state has failed to provide adequate and equal education to every citizen. One of the discriminations based on the ethnicity is the ban in teaching of mother tongue and/or mother tongue education. Those who demanded the language rights in Kurdish have been subjected prosecution and repression, because the issue is perceived as a “security” issue rather than an educational and a pedagogical one.
This article explores two basic issues concerning main areas in education. The first one is the right to education, the latter is the right to education in the mother tongue. After dealing with those two areas briefly, the article analyzes the right to mother tongue education in the context of right to education.
