Kanada Yükseköğretiminde Kalite

Abstract

Geliflmifl ülkelerin yüksekö¤retim sistemleri incelendi- ¤inde üniversitelerin akademik programlar›n›n haz›rlanmas›ndan, uygulanmas› ve de¤erlendirilmesine kadar tüm faaliyetlerin oda¤›nda kalitenin yer ald›¤› görülmektedir. Yeni kamu yönetimi uygulamalar›n›n gerektirdi¤i etkililik ve hesap verebilirlik gibi artan talepler, Land ve Rattray’in (2014, s. 14) belirtti¤i gibi birçok kurumu hem ulusal hem de uluslararas› düzeyde yüksekö¤retimde minimum kalite standartlar›n› sa¤lamak için harekete geçirmifltir. Yüksekö¤retim politikalar›nda 1980’lerden bu yana anahtar faktör olan harici kalite temin süreçlerinin ö¤renme ç›kt›lar› ile yak›n iliflkisinin olup olamad›¤› (Stensaker ve Sweetman, 2014, s. 237) ve ö¤renci ç›kt›lar›ndan hareketle ö¤retmenlerin gelifltirilmesi (Livingston, 2012, s. 36) üzerine birçok araflt›rma yap›lm›flt›r. Di¤er baflar›l› ülkeler gibi, sosyal refah seviyesinin yüksekli¤iyle tan›nan ülkelerden biri olan Kanada, yüksekö¤retimde kaliteden taviz vermeyifliyle tan›nmaktad›r.
